Auction terms and conditions: The winner of the auction (the prospective buyer) is obliged to: within 10 working days from the date of approval of the auction protocol: reimburse the costs of organizing and conducting the auction, including expenses related to the preparation and provision of documentation necessary for its conduct to the auction participants, to the auction organizer's settlement account: BY93MTBK30120001093300066782 MTBank CJSC, BIC MTBKBY22, UNP 390477566, operation code 23501, payee: CCUE "Vitebsk Regional Marketing Center" and pay for private ownership of the land plot; carry out state registration of the right to the land plot within two months from the date of the auction; obtain technical documentation and a permit for the construction of a single-family residential building in the prescribed manner; establish deadlines for the preparation of design documentation when concluding a contract for design and survey work in the prescribed manner, providing for a work completion period of no more than one year from the date of state registration; within 1 year from the date of approval of the design documentation for the construction of the facility in the prescribed manner, begin occupying the land plot; remove the fertile soil layer from under the building's dimensions, preserve it, and use it for landscaping (reclamation) of the adjacent territory. The auction is conducted in accordance with the Regulations on the procedure for organizing and conducting auctions for the sale of land plots into private ownership, approved by Resolution of the Council of Ministers of the Republic of Belarus dated 13.01.2023 No. 32. Citizens of the Republic of Belarus, consolidated participants (two or more citizens of the Republic of Belarus) are invited to participate in the auction. To participate in the auction, citizens submit an application for participation in the auction within the period specified in the notice, provide a document confirming the deposit of the earnest money amount to the current (settlement) account specified in the notice, with a bank stamp, and conclude an agreement with the auction organizer on the rights, obligations, and responsibilities of the parties in the process of preparing and conducting the auction. The following are submitted: by a citizen's representative - a notarized power of attorney; by consolidated participants - the original and a copy of the joint participation agreement. When submitting documents for participation in the auction, citizens of the Republic of Belarus present their passport of a citizen of the Republic of Belarus, representatives of citizens - an identity document and powers of attorney issued by citizens who have concluded a joint participation agreement. The conditions for the engineering development of the built-up area's infrastructure are established by the design documentation. The purpose of the land plot in accordance with the unified classification of the purpose of real estate objects: 1 09 02 - land plot for the placement of homestead development objects (construction and maintenance of a single-family (blocked) residential building, maintenance of an apartment in a blocked residential building registered by the state registration organization for real estate, rights thereto, and transactions therewith). The auction will take place with at least 2 participants. The winner of the auction is the participant who offered the highest price. Installment payment is provided in the manner established by law. Information on the final amounts of costs for organizing and conducting the auction, including expenses related to the preparation and provision of documentation necessary for its conduct to the auction participants, is communicated in writing to the participants before the start of the auction. Conditions for the winner of the auction or the sole participant of the failed auction who expressed consent to acquire the lot at the initial price increased by 5%.
- Within 10 working days from the date of approval of the auction results protocol or after the auction is declared invalid:

apply to the local executive committee with an application for the provision of a land plot on which the sold single-family residential house is located.
- No later than 10 working days after the winner of the auction or the sole participant of the failed auction performs the above actions, apply to the local executive committee to conclude a contract of sale for the auction item.
- Within two months after the local executive committee makes a decision on granting a land plot, apply for state registration of the land plot and the auction item to the Beshenkovichi Bureau of the Lepel branch of RUE "Vitebsk Agency for State Registration and Land Cadastre", and in case of granting a land plot under a lease agreement – also conclude a land lease agreement and apply for its state registration to the Beshenkovichi Bureau of the Lepel branch of RUE "Vitebsk Agency for State Registration and Land Cadastre".
The auction is held in accordance with Decree of the President of the Republic of Belarus No. 116 of March 24, 2021 "On the alienation of residential buildings in rural areas and improving work with vacant houses" and the Regulations on the procedure for selling vacant residential buildings without auctions, organizing and conducting auctions for their sale, approved by Resolution of the Council of Ministers of the Republic of Belarus No. 547 of September 23, 2021. The following are invited to participate in the auction:citizens of the Republic of Belarus, foreign citizens, stateless persons (hereinafter – citizens), individual entrepreneurs and legal entities, consolidated participants (two or more citizens, individual entrepreneurs, legal entities) who personally or through their representative submit to the commission, within the period specified in the notice, an application for participation in the auction, provide a document confirming the deposit of the earnest money into the current (settlement) bank account specified in the notice, with a bank stamp, and also conclude an agreement on the rights, obligations and responsibilities of the parties in the process of preparing and conducting the auction for the sale of vacant residential buildings. The following must be provided: by a citizen – a copy of the identity document, without notarization; by an individual entrepreneur – a copy of the certificate of state registration of the individual entrepreneur without notarization; by a representative of a citizen or individual entrepreneur – a power of attorney; by a representative or authorized official of a legal entity of the Republic of Belarus – a power of attorney issued by the legal entity, or a document confirming the authority of the official, copies of documents confirming the state registration of the legal entity, without notarization, a document indicating the bank details of the legal entity; by a representative or authorized official of a foreign legal entity – copies of constituent documents and an extract from the trade register of the country of origin (the extract must be issued no earlier than 12 months before the application is submitted) or other equivalent proof of legal status in accordance with the legislation of the country of origin with a translation into Belarusian or Russian (the accuracy of the translation or the authenticity of the translator's signature must be certified by a notary or a person authorized to perform notarial acts), a power of attorney or a document confirming the authority of the official, a document on financial solvency issued by the servicing bank or other credit and financial organization, with a translation into Belarusian or Russian (the accuracy of the translation or the authenticity of the translator's signature must be certified by a notary or a person authorized to perform notarial acts). Documents drawn up outside the Republic of Belarus in accordance with the legislation of a foreign state must be legalized, unless otherwise provided by law. When submitting documents, the applicant (his representative) must present an identity document, and the head must present a document confirming his authority. Consolidated participants must submit the original and a copy of the joint participation agreement in the auction without notarization. The auction will take place if there are at least 2 participants for the auction item. The winner of the auction is the participant who offered the highest price. The costs of organizing and conducting the auction, including expenses related to the preparation of the documentation necessary for its conduct, are transferred to the account specified in the auction protocol. Information on the final amounts of costs for organizing and conducting the auction, including expenses related to the assessment of the market value of the residential building, the preparation and provision of documentation necessary for its conduct to the auction participants, is communicated in writing to the participants before the start of the auction. In case of refusal or rejection of the auction winner or the sole participant of an unsuccessful auction to pay for the auction item, reimburse the costs of organizing and conducting the auction, including expenses related to the assessment of the market value of the vacant residential building, the preparation and provision of documentation necessary for its conduct to the auction participantsI, not concluding a sale and purchase agreement, not concluding a land lease agreement, the deposited earnest money is non-refundable.
