When carrying out supervisory and preventive measures at facilities, rescuers focus on compliance with the fire safety regulations at the facilities involved, the condition of evacuation exits, the organization of personnel training (personnel's knowledge of fire safety requirements related to their professional activities, procedures in case of fire automation system activation, fire outbreak, and other emergencies), the availability of primary fire extinguishing means; the condition of fire water supply networks and sources, passages and access roads to the facilities; fire automation systems, as well as the quality of their technical maintenance.

In addition, rescuers provided facility managers and chairpersons of election commissions with the necessary consulting and methodological assistance in resolving issues related to improving the level of fire protection of facilities, conducting briefings for members of precinct election commissions, managers and duty personnel of facilities, and practical drills of evacuation plans in case of fire.
