What you need to know about self-isolation. What will be the penalty for violating it?
Since April 10, a Resolution of the Council of Ministers of the Republic of Belarus No. 208 of April 8, 2020 "On the Introduction of Restrictive Measures" has been in effect in Belarus.
In order to prevent the spread of infection caused by the coronavirus COVID-19, the Council of Ministers has resolved to introduce a restrictive measure in the territory of Belarus – self-isolation. This is a system of measures ensuring the isolation (at home or other conditions) of persons arriving from epidemiologically unfavorable countries, or persons who have had or may have had contact with persons with infectious diseases, and (or) persons who are carriers of pathogens of such infectious diseases, and (or) persons who are in the recovery stage after infectious diseases.
The following citizens, foreign citizens and stateless persons are subject to self-isolation:
– those infected with COVID-19 (sub-clause 3.1 of clause 3 of Resolution No. 208);
– contacts (sub-clause 3.2 of clause 3 of Resolution No. 208): level 1 with persons infected with COVID-19 – for 14 calendar days from the date of last contact; level 2 with persons infected with COVID-19, if they have one or more respiratory symptoms – for the period of presence of such symptoms.
The specified periods of self-isolation for citizens may be extended by a decision of the healthcare organization providing medical supervision of the citizen.
A citizen subject to self-isolation shall be served with a Requirement to Comply with Self-Isolation Rules. Its form is approved in Appendix 1 to Resolution No. 208.
Citizens in self-isolation are obliged to:
1. Not to leave their place of residence (stay), including not to visit places of work (study), retail and catering establishments, sports, exhibition and
concert halls, cinemas, train stations, and other places of mass gathering of people, except in the following cases of extreme necessity: visiting the nearest grocery store or pharmacy to purchase necessary goods; taking household waste to the nearest waste collection point.2. When leaving a residential premises in cases of extreme necessity, use a mask and avoid contact with other persons.
3. Notify the employer of the reason for absence from work.
4. Refrain from using services that involve contact with other persons, except when such services are required to ensure life safety.
5. In case of deterioration of health (fever of 37°C or higher, cough, shortness of breath), contact emergency medical services by calling 103 or by sending an SMS message, indicating that you are in self-isolation.
Certificate of Incapacity for Work
Citizens specified in sub-clauses 3.1 and 3.2 of clause 3 of Resolution No. 208, who are covered by state social insurance and for whom, as well as by themselves in cases provided for by the legislation on state social insurance, mandatory insurance contributions to the Social Protection Fund are paid for social insurance, shall be issued a certificate of incapacity for work for the period of self-isolation.
In case of a citizen's violation of the self-isolation requirement, the temporary incapacity benefit shall be awarded in the amount of 50% of the benefit calculated in accordance with the legislation.
Responsibility for Violation of the Regime
Failure to comply with the requirements for observing self-isolation rules, failure to comply with othersanitary and epidemiological requirements entails bringing to administrative liability in the form of a fine of up to 50 basic units (1350 rubles.) or administrative arrest.
The extreme limit of liability – criminal – up to imprisonment.
Resolution No. 208 is valid until a special decision of the Government.
