It happened in Zamoshye

Excessive alcohol consumption once again brought citizen Veligura, a young man with an education but not working in his specialty, who led an idle lifestyle and was the guardian of a disabled father, to the dock. His parents lived without registration in the village of Zamoshye, Beshenkovichi district, while he lived in Vitebsk, sometimes coming to solve their problems.

On April 5, 2017, Veligura was with his parents in the village of Zamoshye. From early morning, he was engaged in a good deed, organizing his mother's trip to the doctor in Vitebsk. Around 2 PM, he arrived in the village of Sorzhitsa, where he bought groceries and a bottle of vodka at a store. Pensioner Karelin lived in the almost deserted village. He lived quietly, helping his neighbors.

Veligura and Karelin's paths crossed on a village street, and they drank the bottle of vodka Veligura had bought in Karelin's bathhouse with good snacks. Veligura treated Karelin to a pack of cigarettes, and Karelin treated him to birch sap, which they went to get together. And everything was fine, but the alcohol they had drunk was not enough. Veligura decided to go to the village of Sorzhitsa for more vodka. And it so happened that his father's car, which he couldn't start in the morning for the trip to the polyclinic, started up. The absence of a driver's license and an unserved sentence in the form of deprivation of the right to engage in activities related to driving vehicles did not stop Veligura. The vodka was delivered, and the pleasant conversation over a bottle continued. At some point, Veligura discovered his wallet was missing, which he had picked up when it fell out of his blind father's pocket, and his father didn't notice. Suspicion fell on Karelin, but he did not confess to the theft. In his alcohol-addled mind, images of conversations with his father about the missing wallet arose, and Veligura brutally beat Karelin, then got back into his father's car and drove out of the yard towards the village of Telepy. He understood that he was breaking the law, driving without a driver's license while intoxicated, and upon seeing an oncoming car, he made an unsuccessful U-turn, drove into a ditch, and, jumping out of the car, headed through the bushes to his parents' house. On the way home, he managed to argue with a neighbor, and upon the arrival of police officers, he resisted them. The next day, Karelin was found dead near his home. As a result of all Veligura's actions, a criminal case was initiated on 3 counts of crimes, and ultimately Veligura was found guilty by the court of intentionally inflicting minor bodily injuries on the victim Karelin on April 5, 2017, while intoxicated, during an argument arising from hostile relations, by intentionally striking him at least 9 times with his fists and shod feet in the head, neck, and left hand, causing him, according to the expert's conclusion, minor bodily injuries.

He, being a person who had previously committed a crime under Part 1 of Article 317-1 of the Criminal Code of the Republic of Belarus, for which he was convicted on February 11, 2013, by the Pervomaisky District Court of Vitebsk for driving a vehicle while intoxicated, committed within one year after the imposition of an administrative penalty for similar violations, on April 5, 2017, while intoxicated and without the right to drive a vehicle, drove a VAZ-2102 car belonging to his father.

Being registered with the Criminal Executive Inspectorate of the Internal Affairs Department of the Pervomaysky District Administration of Vitebsk and warned of criminal liability under Article 417 of the Criminal Code of the Republic of Belarus for evading punishment in the form of deprivation of the right to engage in activities related to driving vehicles, he deliberately, ignoring the established procedure and conditions for serving the sentence, evaded the execution of the court's verdict on deprivation of the right to engage in certain activities and on 05.04.2017, being in a state of alcoholic intoxication, without the right to drive vehicles, drove a VAZ-2102 car belonging to his father and was detained by traffic police officers of the Beshenkovichi District Department of Internal Affairs.

The court qualified Veligura's actions under Part 1 of Article 149 of the Criminal Code on the grounds of: intentional infliction of less grievous bodily harm, under Part 2 of Article 317-1 of the Criminal Code of the Republic of Belarus, on the grounds of: driving a vehicle by a person in a state of alcoholic intoxication, committed by a person who previously committed a crime provided for in Part 1 of Article 317-1 of the Criminal Code of the Republic of Belarus, under Article 417 of the Criminal Code of the Republic of Belarus, on the grounds of: evasion by a convicted person of the execution of a court verdict on deprivation of the right to engage in certain activities. Veligura was sentenced to 2 years of imprisonment without a fine, with deprivation of the right to drive vehicles for a period of 5 years. The unserved sentence under the court's verdict of 11.02.2013 in the form of deprivation of the right to engage in activities related to driving vehicles for a period of 7 months and 12 days was fully added to the imposed sentence. The court's verdict entered into force, and Veligura will spend two years in a correctional colony under general regime conditions.

The VAZ 2102 vehicle was confiscated in favor of the state.

It is hoped that this situation will be the last in Veligura's biography, and the imposed punishment will contribute to this.
