• Salaries for School Principals and Their Deputies to Increase

Starting April 1, 2026, the income of heads of general secondary and secondary vocational education institutions, as well as heads of structural units of higher education institutions and institutions of additional adult education (if they implement general secondary, secondary vocational, or vocational-technical education programs), will increase.
Bonus amounts:

• 75% of the base salary – for heads and deputy heads of units for the specificity of work;
• 40% of the base salary – for deputy principals from among pedagogical staff and deputy heads of relevant units.

Resolution of the Ministry of Education No. 68 dated March 23, 2026, is published on the National Legal Internet Portal.

• New Rules for Installing Road Surface Protective Layers

From April 1, a new version of TKP 606 2026 "Automobile Roads. Rules for Installing Protective Layers from Cold Cast Asphalt Concrete Mixtures" comes into force. The document was approved by Resolution of the Ministry of Transport and Communications No. 4 dated January 27, 2026, and developed by BeldorNIi.

What specialists have clarified:

• factors extending the formation time of protective layers have been specified;
• features of carrying out work in urban conditions have been defined;

definitions of "aesthetic defects" have been introduced;

the expediency of applying protective layers on safety islands and regular parking lanes has been considered.

The requirements apply to public roads, streets of cities, towns, and rural settlements, as well as bridge structures.

• Border Guard Service to be granted the right to fingerprint at border crossing points

Starting April 1, 2026, border guards will be able to conduct mandatory fingerprint registration (taking fingerprints) at border crossing points. This measure is applied selectively and is aimed at enhancing national security.

The new procedure will apply to: foreigners subject to deportation or expulsion; citizens from the list of persons whose entry into Belarus is undesirable or prohibited; individuals handed over to another state under the readmission procedure; persons about whom border guards have reasonable grounds to believe they pose a threat to public order, public health, or national security.

The procedure does not apply to: heads of foreign states and governments, diplomats; citizens of Russia, with the exception of persons subject to deportation or expulsion, as well as those included in the List of persons whose entry into Belarus is prohibited or undesirable; minors under 14 years of age and foreigners aged 75 and over; and certain other categories of foreigners.

• Banks to introduce limits on the number of cards per client

BelVEB Bank will limit the number of active personal debit and credit cards to nine (previously 15) starting April 19. When applying for a new card, the system will automatically check the current number. If the limit is reached, one of the old cards will need to be closed to issue a new one.

Alfa-Bank will also introduce a limit from April 20 – no more than nine active cards per client (including temporarily blocked cards and cards issued to other individuals). No more than three cards can be reissued per month (except for cases of expiration). The bank may expand the limit upon the client's request with an explanation of the reasons.

• Ban on import and sale of malt beer from unfriendly countries

From April 1, by decision of the Council of Ministers, the sale of beer from "unfriendly countries" without special markings is prohibited in Belarus. The measure was introduced in response to European sanctions. The restrictions will be in effect until at least 2027.

• Payments for business trips within the country will increase

From April 4, 2026, amendments to the Regulations on Business Trips (Government Decree No. 176 of March 19, 2026) will come into force.
Daily allowances for business trips within Belarus will be 13 rubles.

The rules for reimbursement of housing rental expenses are also clarified. If the employer's order specifies a different place of residence relative to the destination locality, then housing costs will be reimbursed only upon presentation of supporting documents.

The new rules will also apply to business trips that began before this date but continue after it. For example, if an employee is on a business trip from April 1 to April 7, then from April 4, daily allowances and housing costs will be calculated according to the new standards.
