The event was attended by heads of law enforcement and other state bodies and institutions of the region and districts, as well as city and district prosecutors, and the Vitebsk transport prosecutor. It was noted at the meeting that state and law enforcement agencies, heads of enterprises and organizations, and other preventive entities in the region are taking organizational and practical measures aimed at preventing emergencies and human deaths.
Over the past 5 years, the number of deaths in road accidents, fires, drownings, and accidents has decreased in the region, and the number of intentional homicides has also decreased. At the same time, issues of protecting the life and health of the population still require close attention. Last year, 1172 people died from external causes.
The largest number of citizens died as a result of fires, alcohol poisoning, suicides, and road accidents. At the same time, the problem of alcohol abuse remains relevant, which in most cases has become the main cause of human deaths in fires, suicides, road accidents, and drownings.
Drunkenness and alcoholism, unemployment in socially useful labor, and domestic disorder remain the main causes and conditions contributing to the commission of grave and especially grave crimes against the person, primarily on domestic grounds. The problem of identifying family brawlers, individuals abusing alcoholic beverages, as well as the subsequent development and application of preventive measures to them, is important. Violations in the field of ensuring labor discipline and occupational safety often become the causes of industrial injuries and occupational diseases. The problem of child deaths from external causes is also important.
In 2017, 27 children died in the region from various external factors, and this year already 4 children. Accidents involving the death of minors, along with the improper performance by parents of their duties to control the behavior of children, are in some cases facilitated by a formal approach of economic entities, local authorities and administration to the implementation of legislative requirements for strengthening public safety and discipline.
The work of educational institutions to prevent suicidal behavior among adolescents needs to be strengthened. To increase parents' personal responsibility for their children, it is necessary to more actively conduct explanatory work and teach the basics of life safety.
Following the meeting, a decision was made aimed at increasing the effectiveness of the work of interested departments on preventing deaths of citizens from external causes, with the assignment of responsible executors.
