The development of small and medium-sized enterprises in the district is a key driver of economic growth and diversification, job creation, and improvement of the population's living standards.

The development of entrepreneurship in the district, as well as in the country as a whole, is determined by both state support programs and general economic trends. The key factors influencing entrepreneurial activity are: state support for small and medium-sized businesses, the level of scientific and technological development, and socio-economic conditions.

More than half of the budget is formed by small and medium-sized enterprises – 50.5%.

Private enterprise entities form a number of district indicators. Their share in industrial production volume is 63%, in goods exports – 75%, in service exports – 98.5%, in trade turnover – 81.9%, in fixed capital investments – over 30%, in revenue from the sale of products, works, and services – 64%.

As of August 1, 2025, there are 273 organizations in the district, including 103 small and medium-sized enterprises (99 of which are small, 4 are medium-sized organizations) and 170 individual entrepreneurs.

25 peasant (farm) holdings operate in the district, and they have been allocated 7.2 thousand hectares of agricultural land.

In order to involve the unemployed in active economic activities, support is provided annually in the form of subsidies to unemployed citizens for organizing entrepreneurial activities, funded by the state non-budgetary social protection fund of the population of the Republic of Belarus.

The National Competition "Entrepreneur of the Year" will launch on April 1, 2026

Entrepreneurs wishing to participate in the competition must submit applications to the relevant executive authorities (at the place of state registration).
Up-to-date information on the National Competition "Entrepreneur of the Year" is posted on the Ministry of Economy website in the section on the National Competition "Entrepreneur of the Year".
Applications will be accepted until June 1, 2026.
Participation in the competition is free of charge.

On Competitions for Investment Projects

The Committee for Economy of the Vitebsk Regional Executive Committee announces a competition for investment projects, business projects of small and medium-sized enterprises of the Vitebsk region for the provision of state financial support in the form of:

- subsidies to reimburse part of the interest on bank loans;

- subsidies to reimburse part of the expenses for lease payments under financial lease agreements in terms of payment of the lessor's remuneration (income).

The competition will be held from April 1, 2025 to May 12, 2025 inclusive.
