On 14 January, the State Duma of Russia ratified an agreement with Belarus on measures for the mutual protection of citizens from unfounded prosecution by foreign states and international judicial bodies, BelTA has learned.

President Aleksandr Lukashenko of Belarus and President Vladimir Putin of Russia signed the relevant agreement in Moscow on 13 March 2025. It is based on the principles of international law concerning friendly relations and cooperation between states in accordance with the Charter of the United Nations, including the principles of non-interference in the internal affairs of other states and sovereign equality of states.

The agreement aims to establish constructive cooperation between Belarus and Russia in order to protect their citizens’ rights and freedoms from unjust criminal prosecution by third parties. It also addresses issues related to officials' immunity.

“The agreement establishes a framework for cooperation between the parties in order to protect their citizens' rights and freedoms, as well as to prevent unjust criminal prosecutions by foreign states or international judicial bodies. Both parties recognize the immunity of high-ranking officials from each other’s countries,” Russian Deputy Minister of Justice Elena Ardabyeva said presenting the document for ratification in the State Duma.

“The agreement will help reduce the risks of politically motivated criminal prosecutions of our citizens by third parties and international organizations. At the same time, it will enhance the security and protect the sovereignty of our states,” she emphasized.

Belarus has already completed the domestic procedures necessary for the agreement to come into force.
