STATE INSPECTORATE FOR SMALL VESSELS OF THE VITEBSK REGION INFORMS!

The State Inspectorate for Small Vessels (GIMS) urges to comply with the established requirements when operating small vessels and to ensure their safe use to the maximum extent possible.

The GIMS of the Vitebsk region informs ship captains and residents of the region that small vessels are subject to mandatory registration and classification (in accordance with Decree of the President of the Republic of Belarus No. 200 of April 26, 2010), with the exception of rowing boats, kayaks, and inflatable vessels with a carrying capacity of less than 225 kilograms. Small vessels are understood as vessels 20 meters in length with a permissible number of people on board not exceeding 12, including vessels with outboard engines and personal watercraft.

The owner must register the small vessel within 30 calendar days from the date of purchase of the small vessel or acquisition thereof on any other legal basis. To do this, the owner presents the following documents to the GIMS: a small vessel with an engine, an operation manual (passport) for the vessel and engine with a sales mark, title documents (sales agreement for both the boat and the engine), a receipt for payment of the registration fee, an application (filled out at the GIMS office), and a passport (residence permit) certifying identity. A small vessel subject to state registration and classification, but not registered and classified in the prescribed manner, is not allowed for operation.

Also, in accordance with the Regulation on the Procedure for Technical Inspection of Small Vessels, with the exception of rowing boats, kayaks and inflatable vessels with a carrying capacity of less than 225 kilograms, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated December 28, 2013 No. 1149, the deadlines for technical inspection have been established.

Before operating a small vessel, technical inspection is carried out within 10 days after its state registration and classification, or on the day of state registration and classification, provided that the registration number is applied to the small vessel. The vessel owner is obliged to present the small vessel for technical inspection before and during its operation.

Frequency of technical inspection of registered small vessels:

- for small rowing vessels, for which less than 10 years have passed since the year of manufacture, including the year of manufacture - 5 years;

- for small vessels with an engine, for which less than 10 years have passed since the year of manufacture, including the year of manufacture - 3 years;

- for other small vessels and personal watercraft, manufactured less than 10 years ago, including the year of manufacture - 2 years;

- for small vessels manufactured 10 or more years ago - 1 year.

Operation of a small vessel without undergoing technical inspection within the established deadlines and procedures: is prohibited.

Operators of motorized small vessels must carry a certificate of entitlement to operate a recreational motor vessel with an engine power exceeding 3.7 kilowatts (5 horsepower) – basis: Resolution of the Council of Ministers of the Republic of Belarus No. 1149 dated December 28, 2013.

Registration numbers shall be applied with indelible contrasting paint on both sides of the vessel, in a single line at a distance of ¼ of the vessel's hull length from the stem (bow) above the waterline. The height of the letters and numbers shall be at least 100 mm, the width 50 mm, the line thickness 15 mm, and the distance between letters and numbers 15-20 mm.

We remind you that, in accordance with the Rules for the Use of Small Vessels and Bases (Structures) for Their Mooring (Clause 7 of these Rules), each small vessel must be operated in proper technical condition with the necessary set of equipment (anchor, mooring device, bilge pump,
