Is the equipment ready for battle?

The unstable situation in the world, accompanied by armed conflicts in neighboring countries, dictates the need to ensure a high combat readiness of the armed forces and military formations called upon to protect the territorial integrity and security of the country.

To provide the Armed Forces of the Republic of Belarus, other troops, military and special formations with vehicles during mobilization and in wartime, the Law of the Republic of Belarus of October 26, 2000 "On Mobilization Training and Mobilization" established a military transport duty, which applies to citizens and organizations, regardless of ownership, who own vehicles or possess them under the right of economic management or operational control.

The procedure for fulfilling military transport duty is defined in the Regulations approved by Presidential Decree No. 434 of August 14, 2001. Paragraph 5 of the Regulations stipulates that in peacetime, military transport duty is fulfilled by carrying out measures related to the accounting of vehicles, their timely preparation for provision to troops and formations, as well as ensuring the operation of these vehicles in accordance with mobilization assignments.

At the same time, organizations are obliged to provide military commissariats with information on the availability and technical condition of vehicles twice a year, by April 1 and October 1, in the form approved by the Ministry of Defense of the Republic of Belarus.

Control over the fulfillment of military transport duty is entrusted to military commissariats.

The analysis of the fulfillment of military transport duty by organizations, conducted by the military commissariat of Beshenkovichi and Shumilino districts together with the district prosecutor's office, showed that not all leaders comply with the above-mentioned requirements of the law.

In particular, OAO "Beshenkovichi agroservice", GP "Drozdy-agro", Beshenkovichi Flax Mill branch, GP "Politotdelets-agro", Beshenkovichi RAYPO, SUP "Svitino-VMK" did not provide information on the availability and technical condition of vehicles within the established deadlines. Prescriptions were issued to the heads of the listed organizations by the district prosecutor, and at the same time, informational letters were sent by the military commissariat about the need to fulfill military transport duty.

However, despite the measures taken, some leaders ignored the requirements of the law, namely, the head of OAO "Beshenkovichi agroservice" Krutilin D.V. not only failed to submit the necessary information within the established deadlines but also left the prosecutor's prescription on this fact unfulfilled. For non-fulfillment of military transport duty, an administrative process was initiated against the said head by the military commissariat, and the materials of the administrative offense case were sent for consideration to the Beshenkovichi district court, which on May 6, 2016, issued a resolution on bringing Krutilin D.V. to administrative responsibility under Article 23.60 of the Administrative Offenses Code of the Republic of Belarus in the form of a minimum fine equal to 20 basic units totaling 4,200,000 rubles (by the way, the fine under this article is provided up to 50 basic units for an individual and up to 300 for a legal entity).

In connection with the above, we draw the attention of the heads of organizations in the district to the need for strict compliance with the requirements of legislation in the military sphere.
