Prepare for winter in summer. Checking the readiness of heat sources for operation in the autumn-winter period

   Heat sources of the system of the Ministry of Housing and Communal Services of the Republic of Belarus and other republican government bodies, state organizations subordinate to the Government of the Republic of Belarus, as well as heat sources belonging to legal entities of non-state ownership, are subject to readiness checks for operation in the autumn-winter period.

 Organizations must obtain a positive conclusion on the readiness of the heat source for the heating season from the territorial body of Gospromnadzor based on the fulfillment of the following conditions:

- ensuring readiness to carry the specified thermal power, indicating the maximum thermal power;

- availability and proper technical condition of main boilers, feed, network, makeup, circulation pumps, heaters and other boiler room equipment necessary for heat supply to consumers;

- availability of proper technical condition of reserve equipment;

- carrying out technical inspections of boilers by a state inspector (expert)with volumes and quality corresponding to the established norms;

- ensuring the heat source is ready to comply with the temperature schedule at all temperature ranges of the autumn-winter period in the given locality;

- ensuring a normative fuel reserve (primary and backup) in a quantity that ensures uninterrupted supply of thermal energy;

- availability of a schedule for switching the

- possession of a license for industrial safety activities;

- ensuring safe water operating conditions for boilers in accordance with the requirements of regulatory documentation and operating instructions;

- the presence and proper functioning of boiler safety devices and automation systems, air monitoring systems for CO content (for boiler rooms with gas-fired equipment with permanent staff presence), performance of scheduled maintenance to keep them in good working order, implementation of measures for installing tightness control devices for shut-off valves of gas-fired boiler burners;

- carrying out scheduled performance testing of boilers, inspection of boiler safety and control automation systems, and the boiler water treatment unit within the established timeframes;

- implementation of technical measures to enable the connection of a mobile emergency boiler;

- implementation of technical measures to enable the connection of autonomous electricity sources;

- possession of documents confirming the cleaning of internal heating surfaces of boilers from scale and sludge deposits, adjustment and setting of safety valves, surfaces from ash and slag, and the proper technical condition of gas ducts and chimneys;

- availability of emergency service and heat energy consumer telephone numbers at the boiler room workstation;

- availability of a telephone in the boiler room;

Upon fulfillment of all the above-mentioned conditions, the territorial body of Gosgortekhnadzor shall adopt a decision to issue a positive conclusion on the readiness of the heat source for operation in the autumn-winter period of 2018/2019.
