PREPARE FOR WINTER IN SUMMER. It is recommended that the heads of organizations pay special attention to the implementation of technical re-equipment programs and strict compliance with the requirements of current legislation.

The results of the autumn-winter period 2018/2019 in the Vitebsk region indicate that, overall, organizations have done a great job to ensure uninterrupted heat supply to the region's housing stock. The clear and coordinated actions of the maintenance personnel, emergency services, and responsible persons of a number of organizations, where anti-emergency drills were conducted as part of a unified safety day, should be noted.

The heads of organizations are recommended to pay special attention to the implementation of technical re-equipment programs and strict compliance with the requirements of current legislation.

We remind you that to obtain a positive conclusion on the readiness of the heat source for the heating season at the territorial body of Gospromnadzor, the following must be fulfilled:

 - ensure readiness to bear the specified heat output with the maximum heat output being maintained;

-        ensure the proper technical condition of boilers, feed, network, makeup, circulation pumps, heaters, and other boiler room equipment necessary for heat supply to consumers;

-        ensure the proper technical condition of backup equipment;

-        ensure that boilers are technically inspected within the established deadlines after the expiration of their service life by a Gospromnadzor expert and timely technical inspection by the person responsible for the proper condition and

safe operation in accordance with regulatory requirements.

-        ensure technical diagnostics of boilers with expired service life, after repair using welding (incident), upon request of the inspector (expert);

-        ensure the performance of planned repairs of main and auxiliary equipment in the necessary volumes and with quality corresponding to established norms;

-        ensure the readiness of the heat source to comply with the temperature schedule at all temperature ranges of the autumn-winter period in the given area;

-        ensure a normative fuel reserve (main and backup) in the quantity ensuring uninterrupted supply of thermal energy;

-        availability of a schedule for switching the heat source to a backup fuel type on days of significant cold snaps or when gas supplies to the Republic of Belarus are reduced;

-        availability of orders appointing persons responsible for the proper condition and safe operation of boilers and orders (directives) for admitting personnel to the maintenance of boiler equipment;

-        availability of production instructions for personnel servicing boiler equipment, availability of a thermal diagram;

-        training, knowledge testing of responsible persons and personnel, anti-accident drills in accordance with the action plan in case of an emergency.

- in case of an emergency in the boiler room;

- staffing of the boiler room in accordance with the design solution;

- availability of passports for main and auxiliary equipment (boilers (boiler room), safety valves, economizers);

- registration of boilers (boiler rooms), economizers (boiler rooms) with the territorial administration of the State Industrial Supervision Service, registration of hazardous production facilities in the state register;

- possession of a license for industrial safety activities;

- ensuring a safe water regime for boiler operation in accordance with the requirements of regulatory documentation and operating instructions;

- availability and proper functioning of boiler protection and automation systems, air control system for CO content (for boiler rooms with gas-fired equipment with permanent staff presence), performance of scheduled maintenance to keep them in good working order, implementation of measures to install tightness control devices for gas-fired boiler burners;

- performance of scheduled maintenance and adjustment tests of boilers, checks of boiler safety and control automation systems, boiler room water treatment unit within the established deadlines;

- implementation of technical measures for the possibility of connecting a mobile emergency boiler room;

-        implementation of technical measures to enable the connection of autonomous electricity sources;

-        availability of documents confirming the cleaning of internal boiler heating surfaces from scale and sludge deposits, adjustment and setting of safety valves, surfaces from ash and slag, and the proper technical condition of gas ducts and chimneys;

-        availability at the boiler room workplace of telephone numbers for emergency services and heat energy consumers;

-        availability of a telephone in the boiler room;

Upon fulfillment of all the above conditions, the territorial body of Gospromnadzor makes a decision to issue a positive conclusion on readiness for operation in the autumn-winter period of 2019/2020.
