Ulla, Suvorov str., 5, target purpose of the land plot - land plot for the construction and maintenance of a residential building.

Characteristics of the residential building: one-story, built in 1950, rubble foundation, log walls, wooden ceilings, plank floors, wooden windows and doors, slate roof, escheat property. Engineering communications: electricity available, heating - stove, water supply and sewerage, gas supply - none.

Starting price: 42.00 BYN. Deposit: 4.20 BYN.

Date, time and place of the repeated auction: 06.10.2025 at 11:30 at the address: Vitebsk, Gogol Passage, building 5, at KKUP "Vitebsk Regional Marketing Center". Deadline for deposit payment and document submission: from 8:30 08.09.2025 to 15:00 03.10.2025. Applications for participation in the auction and accompanying documents are accepted on working days from 8:30 to 17:30 at the address: Vitebsk, Gogol Passage, building 5, at KKUP "Vitebsk Regional Marketing Center".

Conditions for the winner of the auction or the sole participant of the failed auction who agreed to acquire the lot at the initial price increased by 5%:

• Within 10 business days from the date of approval of the auction results protocol or after the auction is declared invalid:
  • pay the auction item fee (part of the fee - in case of a written application for installment payment) by transferring funds to account BY18 AKBB 3600 3110 0300 4000 0000 at JSC "ASB Belarusbank" BIC AKBBBY2X. Recipient: State Institution of the Ministry of Finance of the Republic of Belarus for Vitebsk Region, UNP 300594330 payment code 04805;
  • reimburse the costs of organizing and conducting the auction, including expenses related to assessing the market value of the vacant residential building, and preparing and providing auction participants with the necessary documentation for its conduct;
  • apply to the local executive committee for the provision of a land plot on which the sold single-family residential building is located.
• No later than 10 working days after the winner of the auction or the sole participant of the failed auction performs the above actions, apply to the local executive committee to conclude a sale and purchase agreement for the auction item.
• Within two months after the local executive committee makes a decision on the provision of a land plot, apply for state registration of the land plot and the auction item at the Beshenkovichi Bureau of the Lepel Branch of RUE "Vitebsk Agency for State Registration and Land Cadastre", and in case of providing a land plot under a lease agreement – also conclude a land lease agreement and apply for its state registration at the Beshenkovichi Bureau of the Lepel Branch of RUE "Vitebsk Agency for State Registration and Land Cadastre".

The auction is held in accordance with Decree of the President of the Republic of Belarus No. 116 of March 24, 2021 "On the alienation of residential buildings in rural areas and improving work with vacant houses" and the Regulations on the procedure for selling vacant residential buildings without an auction, organizing and conducting auctions for their sale, approved by Resolution of the Council of Ministers of the Republic of Belarus No. 547 of September 23, 2021.

The following are invited to participate in the auction: citizens of the Republic of Belarus, foreign citizens, stateless persons (hereinafter – citizens), individual entrepreneurs and legal entities, consolidated participants (two or more citizens, individual entrepreneurs, legal entities) who personally or through their representative submit to the commission, within the period specified in the notice, an application for participation in the auction, provide a document confirming the deposit of the earnest money amount to the current (settlement) bank account specified in the notice, with a bank mark, and also conclude an agreement on the rights, obligations and responsibilities of the parties in the process of preparing and conducting the auction for the sale of vacant residential buildings.

Provided by: a citizen – a copy of an identity document, without notarization; an individual entrepreneur – a copy of the certificate of state registration of an individual entrepreneur, without notarization; a representative of a citizen or an individual entrepreneur – a power of attorney; a representative or an authorized official of a legal entity of the Republic of Belarus – a power of attorney issued by the legal entity, or a document confirming the authority of the official, copies of documents confirming the state registration of the legal entity, without notarization, a document indicating the bank details of the legal entity; a representative or an authorized official of a foreign legal entity – copies of constituent documents and an extract from the trade register of the country of origin (the extract must have been issued no earlier than 12 months prior to the application) or other equivalent proof of legal status in accordance with the legislation of the country of origin with a translation into Belarusian or Russian (the accuracy of the translation or the authenticity of the translator's signature must be certified by a notary or a person authorized to perform notarial acts), a power of attorney or a document confirming the authority of the official, a document on financial solvency issued by the servicing bank or other credit and financial organization, with a translation into Belarusian or Russian (the accuracy of the translation or the authenticity of the translator's signature must be certified by a notary or a person authorized to perform notarial acts).

Documents drawn up outside the Republic of Belarus in accordance with the legislation of a foreign state must be legalized, unless otherwise provided by law. When submitting documents, the applicant (his representative) presents an identity document, and the head – a document confirming his authority. Consolidated participants submit the original and a copy of the joint participation agreement in the auction without notarization.

The auction will take place if there are at least 2 participants for the auction item. The winner of the auction is the participant who offered the highest price. The costs of organizing and conducting the auction, including expenses related to the preparation of the documentation necessary for its conduct, are transferred to the account specified in the auction protocol.

Information on the final amounts of costs for organizing and conducting the auction, including expenses related to the appraisal of the market value of the residential building, and the preparation and provision of documentation necessary for its conduct to the auction participants, is communicated in writing to the participants before the start of the auction.

In case of refusal or rejection by the auction winner or the sole participant of an unsuccessful auction to pay for the auction item, reimburse the costs of organizing and conducting the auction, including expenses related to the appraisal of the market value of the vacant residential building, preparation and provision of documentation necessary for its conduct to the auction participants, failure to conclude a purchase and sale agreement, failure to conclude a land lease agreement, the deposited earnest money is not refundable.

All participants are granted the right to review the documentation, as well as the opportunity to inspect the auction item on site.
