Information on the state of occupational injuries in organizations of the Vitebsk region and analysis of the causes of occupational accidents based on the results of the first quarter of 2025
According to operational data from the Vitebsk Regional Department of the State Labor Inspectorate Department (hereinafter referred to as the Department), in organizations of the Vitebsk region for the first quarter of 2025, the total number of occupational accidents was 36, compared to 40 cases in the same period of 2024 (a decrease of 10%).
During this reporting period, as a result of occupational accidents in organizations of the Vitebsk region, one fatal occupational accident was registered due to the personal negligence of the victim (compared to 0 in the same period of 2024).
In the first quarter of 2025, 1 occupational accident resulting in severe injury due to a road traffic accident was registered in organizations of the Vitebsk region, which accounted for 7.7% of the total number of severely injured individuals (compared to 4 cases, 16.7% in the same period of 2024).
This year, a significant decrease in occupational injuries leading to severe injuries is noted, by 45.8%.
At the same time, an increase in occupational accidents leading to severe occupational injuries in the current period of 2025 compared to the first quarter of 2024 was observed in organizations located in the following areas: Orsha district – 4 (same period 2024 - 3), Glubokoye district – 2 (1), Oktyabrsky district of Vitebsk city – 2 (1), Dokshitsy district – 1 (0).
Regarding accidents not classified as severe industrial injuries, an increase in industrial injuries for Q1 2025 compared to the same period in 2024 is noted in organizations of the following districts (territorial units): Vitebsk city – 6 cases (Q1 2024 - 4) and respectively in the Administration of Pervomaysky District – 4 (2); Orsha District – 4 (3); Glubokoe District – 2 (0); Dokshitsy and Postavy Districts – 2 (1); Gorodok, Liozno, Senno, Shumilino Districts – 1 (0).
During the reporting period, one accident was registered while the victim was under the influence of alcohol.
Based on the results of completed investigations with severe consequences (fatal and serious injuries), the characteristic causes of accidents that occurred in Q1 2025 have been identified (as a percentage of the total number of causes):
- Violation of labor and production discipline, occupational safety instructions by the victim – 25% (same period in 2023 - 20%);
- Failure
As a result of supervisory measures, 22 employees were suspended from work by order of state labor inspectors for failing to undergo training, knowledge testing on labor protection, not using required personal protective equipment that ensures labor safety, and not undergoing medical examinations in cases and in the manner prescribed by law.
Based on the materials from state labor inspectors, 13 authorized officials of the employer, who committed violations of labor and labor protection legislation, were brought to disciplinary responsibility. During the implementation of these preventive measures, state labor inspectors suspended the operation of 45 units of machine tools, machinery, and other equipment.
Following the supervisory measures conducted in the organizations of the region, and taking into account the information received by the department regarding signs of administrative offenses for violations of labor and labor protection legislation, 152 officials were brought to administrative responsibility in the form of a fine totaling 51.618 thousand rubles.
In total, during January-March 2025, mobile groups with the participation of state labor inspectors conducted 185 inspections of agricultural organizations, including those not under departmental subordination, as well as construction organizations, during which 3190 violations of safety requirements were identified.
On average, each mobile group conducts about 3.7 inspections per month. On average, across the region, approximately 11.2 violations of labor safety requirements were identified per inspection.
In 2025, work continued in the organizations of the Vitebsk region to improve the qualifications of managers and specialists in the field of labor and labor protection legislation. State labor inspectors actively participated in 126 seminars, conferences, and meetings on the specified topics during the reporting period, with 2544 participants.
Joint preventive work with local authorities and economic entities of the Vitebsk region has made it possible to ensure a reduction in industrial injuries in the first quarter of 2025.
