Information on the State of Occupational Injuries in Organizations of the Vitebsk Region and Supervision Activities on Labor Protection Based on the Results of Work for 12 Months of 2025

According to operational data from the Vitebsk Regional Department of the Department of State Labor Inspectorate (hereinafter referred to as the Department), in organizations of the Vitebsk region for 12 months of 2025, the total number of occupational accidents was 192, for the same period in 2024 - 194 cases (a decrease of 1.03%). During the reporting period, as a result of occupational accidents in organizations of the Vitebsk region, 10 fatal accidents were registered (for the same period in 2025 - 5).

An increase in fatal accidents was registered in organizations of the following territorial units of the region: Vitebsk, Dokshytsy, Dubrovno, Orsha, Chashniki, Shumilino districts – 1 (same period in 2024 - 0), Vitebsk city, Zheleznodorozhny district of Vitebsk city – 2 (0). The number of fatal accidents in organizations of Gorodok and Lepel districts remained at the 2024 level – one case each.

For 2025, a decrease in occupational injuries that resulted in non-severe injuries is noted, from 122 to 108 (a decrease of 11.5%).

Regarding accidents not classified as severe industrial injuries, an increase in industrial injuries over 12 months of 2025 compared to the same period in 2024 is noted in organizations of the following districts (territorial units): in the Administration of the Zheleznodorozhny District of Vitebsk - 8 (5); Novopolotsk - 7 (5); Sennensky - 4 (2); Dubrovensky - 5(2); Postavsky - 5 (4); Lioznensky, Miorsky, Beshenkovichsky - 2(1).

For 12 months of 2025, compared to the same period last year, a decrease in the number of industrial accidents leading to severe injuries in organizations of communal ownership was noted, from 37 to 32 cases. At the same time, an increase in injury cases is observed in organizations of the food industry from 2 to 4, architecture and construction from 4 to 6, light industry - 2 cases (2024 - 0), education – 1(0).

An increase in the number of accidents leading to severe injuries is noted in the following organizations of republican ownership – Ministry of Forestry 8 (5), Bellegprom 3 (0), Ministry of Energy 2 (1), Ministry of Communications 1 (0), Ministry of Construction and Architecture 1 (0), State Military Industrial Committee 2 (0), National Academy of Sciences of Belarus 2 (0), Ministry of Education 1 (0).

In 2025, 9 accidents involving employees under the influence of alcohol were registered in the region's organizations (2024 - 2).

Based on the results of completed investigations with severe consequences (fatal and severe injuries), the characteristic causes of accidents that occurred over 12 months of 2025 have been established:

- violation of labor and production discipline, labor protection instructions by the victim – 17.6% (same period in 2024 – 20.7%);

- failure of managers and specialists to fulfill labor protection duties - 16% (12.2%);

- unsatisfactory organization of work, including unsatisfactory maintenance and shortcomings in the organization of workplaces – 5.3% (4.9%);

- violation of labor protection requirements by another employee – 4.6% (7.3%);

- unsatisfactory technical condition of buildings, structures, territory – 3.1% (1.2%);

- personal negligence – 10.7% (8.5%).

For January-December 2025, out of a total of 360 supervisory measures conducted by state labor inspectors, 316 were monitoring activities, 43 were sample inspections, and one was an unscheduled inspection. During these measures, 5994 violations of labor and labor protection legislation were identified and ordered (recommended) for elimination.

As a result of supervisory measures in organizations, under the direction of state labor inspectors, 450 employees were suspended from work for failing to undergo instruction, labor protection knowledge testing, for not using required personal protective equipment that ensures labor safety, and for not undergoing medical examinations in cases and procedures stipulated by legislation.

Based on the materials from state labor inspectors, 141 authorized employer officials who committed violations of labor and labor protection legislation were subjected to disciplinary action. During the implementation of these preventive measures, state labor inspectors suspended the operation of 318 units of machine tools, machinery, and other equipment, as well as 7 workshops (sections) and two construction sites.

For January-December 2025, as a result of supervisory measures, 532 officials were brought to administrative responsibility in the form of fines totaling 176.442 thousand rubles.

In total for 2025, mobile groups with the participation of state labor inspectors conducted 1270 inspections of agricultural organizations, including those not under departmental subordination, as well as construction organizations, during which 14530 violations of safety requirements were identified.

Information on the results of inspections (surveys, monitoring) and other measures to prevent occupational injuries, including relevant typical violations, for the 12 months of 2025 was promptly published in the media (367 media appearances were published).

Summarized information on the results of work for the 12 months of 2025 was promptly sent to interested parties, relevant district executive committees and other state bodies (1032 information items were sent), including prosecutor's offices - 347, and trade unions - 29.
