Changes in the procedure for granting benefits for temporary disability and for pregnancy and childbirth from January 1, 2024
Key changes in the procedure for granting temporary disability and maternity benefits:
• The minimum amount of temporary disability (maternity) benefit will increase, which will be equal to the minimum wage (under the current calculation method, this is 50 percent of the subsistence minimum per capita);
• The amount of temporary disability benefits for citizens working for 10 years or more will increase to 100 percent of the average daily wage, for citizens with less than 10 years of service – 80 percent (currently, the temporary disability benefit for the first 12 days is 80 percent of the average daily wage, the remaining 100 percent);
Important! For employed citizens entitled to benefits from the first day at 100 percent (benefits for caring for a sick child under 14 years of age, maternity benefits, etc.), the approaches have not changed.
• The average daily wage used for calculating benefits will increase – all payments subject to mandatory insurance contributions to the social insurance fund from all employers (including former ones) during the calculation period will be included in the calculation (currently, only payments related to work results are included in the average daily wage calculation (one-time payments such as material assistance, health improvement benefits, etc., are not included) and only from the current employer);
• The calculation period will be extended to 18 months (currently, the calculation of benefits involves calendar days of 6 months during employment);
• the allowance will be assigned only at the primary place of employment, taking into account earnings from all employers (currently, the allowance is assigned from all employers);
• the right to the allowance will be determined under the condition of incapacity for work at all places of employment (under current conditions, the allowance is assigned only from those places of employment for which the employee has provided a document confirming temporary incapacity for work).
The specified set of changes is planned to be implemented in the republic through the centralized calculation of the average daily earnings and the duration of social insurance contributions payment – these two parameters will be calculated by the Social Protection Fund bodies based on personalized accounting data and provided to the accounting department upon its request through the Fund's corporate portal.
