To the attention of legal entities engaged in activities related to emissions of pollutants into the atmospheric air, based on a permit for emissions of pollutants into the atmospheric air or an integrated environmental permit
In accordance with paragraph 3 of Article 21 of the Law of the Republic of Belarus
of December 16, 2008, No. 2-Z "On the Protection of Atmospheric Air" (hereinafter - Law No. 2-Z), legal entities engaged in economic and other activities related to emissions of pollutants into the atmospheric air from stationary emission sources (hereinafter - environmental users) are obliged to submit departmental reports on the results of accounting in the field of atmospheric air protection.
Based on the foregoing, the Ministry of Natural Resources and Environmental Protection has developed and, in the established manner, by December 1, 2024, will approve the form of departmental reporting "Report on the results of accounting in the field of atmospheric air protection".
The departmental report "Report on the results of accounting in the field of atmospheric air protection" will be submitted by legal entities engaged in activities related to emissions of pollutants into the atmospheric air, based on a permit for emissions of pollutants into the atmospheric air (integrated environmental permit) (hereinafter - environmental user), in electronic form to the regional or Minsk city committees for natural resources and environmental protection at the location of the atmospheric air impact object.
The form of departmental reporting "Report on the results of accounting in the field of atmospheric air protection" will consist of a general block with information about the environmental user submitting the report, and three sections:
Section Ⅰ "Reference Information", containing information about the environmental user's stationary and mobile emission sources, gas treatment plants;
Section Ⅱ "Implementation of measures to reduce emissions of pollutants into the atmospheric air";
Section Ⅲ "Emissions of pollutants into the atmospheric air, their treatment and use".
The information required for filling out the departmental report is generated by the environmental user as a result of accounting in the field of atmospheric air protection, carried out in accordance with the requirements of environmental norms and rules EcoNiP 17.08.06-001-2022 "Environmental Protection and Environmental Management. Atmospheric Air (including the ozone layer). Environmental Safety Requirements in the Field of Atmospheric Air Protection", approved by the Resolution of the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus dated December 29, 2022, No. 32-T, or is contained in the act of inventory of pollutant emissions into the atmospheric air, the draft standards for permissible pollutant emissions into the atmospheric air, the permit for pollutant emissions into the atmospheric air or the integrated environmental permit.
Due to the introduction of departmental reporting, Resolution of the National Statistical Committee of the Republic of Belarus dated September 30, 2022, No. 88 "On Approval of the Form of State Statistical Reporting 1-air (Ministry of Natural Resources and Environmental Protection) "Report on Emissions of Pollutants into Atmospheric Air from Stationary Sources of Emissions" and Instructions for its Completion" will be repealed.
Thus, in 2025, environmental users are obliged to submit departmental reports on the results of accounting in the field of atmospheric air protection for 2024.
Failure to submit departmental reports is subject to administrative liability under the Code of Administrative Offenses of the Republic of Belarus (Articles 16.42 and 24.11).
