When Recommendations Turn into Fines: Vitebskavtodor Specialist Fined for Dirt on M-3 Highway near Beshenkovichi
Bringing order to the land and improving the condition of settlements is not a one-time task, but a daily one. Specialists of the Beshenkovichi District Center for Hygiene and Epidemiology constantly carry out supervisory measures, checking how enterprises and organizations maintain their own and adjacent territories. Unfortunately, the results of recent raids show that not all managers and specialists realize the extent of their responsibility.
As reported to the editorial office by Ksenia Skornyakova, assistant hygienist of the Beshenkovichi RCHE, since the beginning of 2026, 844 facilities and adjacent public lands have come under the close attention of the sanitary service, with violations found in 65% of them. In order to promptly eliminate shortcomings, 111 informational letters and recommendations have been sent to the heads of business entities. However, as practice shows, merely pointing out shortcomings is sometimes not enough; in cases of non-compliance within the established timeframe, administrative measures are applied.
Thus, during a raid inspection conducted on April 16, it was established that the territories of rest areas with parking lots for vehicles on the M-3 highway near the villages of Krupenino and Vyaderevo were not kept clean, and waste bins were also overflowing. Similar violations were recorded at public transport stops on the M-3 highway near the settlements of Ostrovno, Dolgoe, Gorodno, and Rzhavka.
Road infrastructure facilities are the "face" of our district for passing motorists. Based on the identified violations and for failure to comply with previously issued recommendations, a resolution has been issued to impose an administrative penalty in the form of a fine on the responsible specialist of the road maintenance unit No. 362 of the branch of the Road Maintenance Enterprise No. 36 of RUP "Vitebskavtodor".
Supervisory measures are carried out regularly and cover not only the territories of the enterprises themselves but also the sections assigned to them. Cases on the M-3 highway confirm that the absence of daily control leads to the immediate disappearance of order. Specialists emphasize that overflowing trash cans and littered parking lots are a direct violation of sanitary standards. The sanitary service will continue to monitor the situation and calls on all officials to treat the maintenance of territories responsibly, reminding that the cleanliness of the district depends on the executive discipline of each manager.
