The address by A.G. Lukashenko to the Belarusian people and Parliament began with an overview of the political and economic conditions in which Belarus lives today, how we have adapted to them, and what steps we have taken not just to survive, but to grow under these conditions. As the President noted, the SER program for 2026-2030 was developed amidst an unprecedentedly aggressive global landscape, during a period of political and economic redistribution that continues to this day. The Head of State emphasized that we did not chase ambitions, nor did we waste time on panic and empty talk, but fought for every ruble, and thanks to this, we have developed. As the President stated, the West failed to consider that the world is vast, and we will not dance to anyone else's tune but will continue on our own path. We have preserved and even increased the real sector of our economy. Yes, we have areas to work on, but we are actively doing so, thinking about the future, and achieving results: the population's welfare is growing, our economy is stable, and this is particularly important today. We have also ensured our security, which is also a significant achievement.
The Head of State paid special attention to the development of international relations: we maintain excellent strategic relations with the Russian Federation and China, and at the same time, we are building a constructive dialogue with the USA. Our authority is beyond doubt, and our great achievement is that we determine our own socially-oriented economic structure. Once again, A.G. Lukashenko emphasized: we do not need "Plans for the Revival of the Belarusian Economy" from fugitives or anyone else, because we have our own path, focused on people, not on satisfying the needs of "masters." Our import substitution is gradually turning into import independence. Today, we have our own NPP, we produce our own computers and components, we have mastered the production of new products in mechanical engineering, increased our own oil production, produce medicines for cancer patients, and in the food industry, we have launched production from unique lactose-free infant formulas to the production of elite cheeses and meat delicacies. All this is the result of the tremendous work of Belarusians.
In his address, the Head of State also outlined unresolved economic tasks: technological sovereignty, the development of micro- and radioelectronics, the independent provision of our industry and military-industrial complex, the development of the IT sector, energy security, etc.
Yes, we have weak spots, and the President dwelled on each of them in detail. Not to expose anyone, but to eliminate existing problems. Constructive criticism, concrete solutions to problems, and their clear justification – all this was heard in the address.
Special attention in the speech was paid to the state of agriculture. Emphasis was placed on the fact that solving the problems of the agricultural sector is not a five-year task, but a task for the near future. "Agriculture feeds the entire state, and we cannot feed our own livestock?" the President directly asked and added that the time for persuasion is over. Now, as A.G. Lukashenko said, only concrete actions and only concrete results.
Addressing the delegates of the All-Belarusian People's Congress, the Head of State noted: "You are endowed with high status and authorized to make the most important decisions, ... and therefore must ensure the inviolability of the constitutional system." "You must always be at the forefront and lead people" - the President stated.
He also addressed the delegates of the All-Belarusian People's Congress with the words that no one will ever break what has been built today, if there are those who can make decisions and guide the country at the right moment. "Protecting the interests of Belarus is paramount - it is such a time."
In conclusion, A.G. Lukashenko spoke about the main thing: despite everything that is happening around, we are not alone today. The Russian Federation is our main ally, we are accepted into the SCO and BRICS, which hold the future. Yes, the world has changed and we need to adapt to it. We are doing this in the Belarusian way, "calmly". Our people are the strongest and most courageous for me, and defending their interests is the main thing for me. We do not know what the world will be like tomorrow. What Belarus will be like depends on us. Time has chosen us, and this is a time for concrete actions.
