Equipment of vehicles carrying dangerous goods
One of the priority and effective areas of control and preventive work aimed at improving the safety of dangerous goods transportation is the implementation of technical (technological, verification) measures (hereinafter referred to as measures) in conjunction with employees of the State Automobile Inspectorate of the Beshenkovichi District Department of Internal Affairs regarding vehicles transporting dangerous goods on public roads. Based on the results of the conducted measures, the most characteristic violation is the incomplete equipment of vehicles.
According to paragraphs 160, 164, 165 of the Rules for ensuring the safety of dangerous goods transportation by road transport in the Republic of Belarus, drivers of motor vehicles engaged in the transportation of dangerous goods by road transport must ensure that vehicles are equipped with:
1. Fire extinguishers:
at least two fire extinguishers, one of which must have a minimum charge mass of 2 kg and be suitable for extinguishing a fire in the engine compartment or cabin, and the capacity of additional fire extinguishers is determined as follows:
for transport units with a technically permissible maximum mass exceeding 7.5 tons, the minimum total charge mass of additional fire extinguishers must be 10 kg, provided that one of them has a minimum charge mass of 6 kg. The minimum total charge mass of all fire extinguishers on a transport unitthe unit shall be 12 kg;
for transport units with a technically permissible maximum mass of 3.5 t to 7.5 t, the minimum total mass of the charge of additional fire extinguishers shall be 6 kg, provided that one of them has a minimum charge mass of 6 kg. The minimum total mass of the charge of all fire extinguishers on the transport unit shall be 8 kg;
for transport units with a technically permissible maximum mass of up to 3.5 t, the minimum total mass of the charge of additional fire extinguishers shall be 2 kg; several additional portable fire extinguishers may be used, provided that one of them has a minimum charge mass of 2 kg. The minimum total mass of the charge of all fire extinguishers on the transport unit shall be 4 kg.
transport vehicles for the carriage of dangerous goods, packed in limited or excepted quantities, as well as carried in accordance with paragraph 1.1.3.6 of Annex A to the ADR Agreement, shall be equipped with one fire extinguisher with a charge mass of at least 2 kg, suitable for extinguishing a fire in the engine or cabin of the vehicle.
2. At least two chocks for each transport vehicle.(road train unit), the dimensions of which correspond to the wheel diameter.
3. Two emergency stop signs.
3. A first-aid kit for equipping vehicles (automotive).
4. A high-visibility vest for each crew member.
5. Portable lighting devices for each crew member.
6. A fire blanket (when transporting dangerous goods with hazard signs No. 2, 3, 4.1, 4.2, 4.3).
7. A shovel, a drainage trap to prevent hazardous substances from entering the sewage system, a box with dry sand weighing 25 kg (when transporting dangerous goods with hazard signs No. 3, 4.1, 4.3, 8, 9). Special coverings, rubber coverings or tarpaulin mats with dimensions of at least 1x1 m can be used as drainage traps.
8. Two autonomous power lanterns with flashing or steady orange lights.
9. Two "Danger" signs with their own support.
10. In cases provided for in written instructions, the substance safety data sheet, the vehicle is equipped with means for neutralizing the transported hazardous substance and personal protective equipment for the driver andaccompanying personnel.
In the first quarter of 2024, no accidents or incidents were registered in this district.
