Who will be reimbursed for electricity costs?
How to improve the comfort of living, primarily in rural settlements, where there is no centralized gas supply and (or) heat supply? The best solution is to switch a residential building to electricity. It is not cheap, and our conversation is about who is actually entitled to reimbursement of costs.
Decree of the President of the Republic of Belarus No. 127 of April 14, 2020 "On reimbursement of expenses for the electricity supply of the operated housing stock" (hereinafter - the Decree) was adopted in order to encourage citizens to switch existing individual residential buildings to the use of electrical energy for heating, hot water supply and cooking. The document provides for the reimbursement to citizens of the Republic of Belarus, who are owners of individual residential buildings, from local budgets of part of the expenses incurred for carrying out work on the electricity supply of residential buildings. The amount of reimbursed funds is provided in the amount of 20% of the cost of the work performed on electricity supply, but not more than 40 base units. Work on electricity supply includes construction, including design, of branches from power lines to the input into the residential building, internal electricity supply systems, purchase of equipment and materials necessary for the use of electrical energy for heating, hot water supply and cooking needs (electric convector, boiler, water heater, stove, and others).
Reimbursement of part of the expenses is made once for the performance of work on the electricity supply of one residential building. If a citizen owns several residential buildings, reimbursement is made for only one.
To be able to receive reimbursement of part of the expenses, citizens must be included by executive committees in separate lists. For this purpose, the Decree introduces relevant administrative procedures. The Decree entered into force on July 17, 2020 and does not apply to relations that arose before its entry into force.
Inlists shall not include citizens, if:
1. reimbursement of part of the costs has already been made to the citizen;
2. the residential building is provided with centralized gas supply or heating;
3. the residential building is located in zones with the right to resettlement and in zones of subsequent resettlement;
4. the executive committees have decided to transfer the operated housing stock from centralized heating and hot water supply to individual supply when optimizing the heating schemes of settlements;
5. citizens have previously gasified residential buildings with the involvement of budgetary funds or preferential loans from JSC "ASB Belarusbank".
Reimbursement of part of the costs is made to citizens only after the completion of the work and the submission by them to the executive committee of the necessary documents (certificate of work performed under the contract with a specialized organization, documents confirming the purchase of equipment and materials).
Step-by-step actions of the developer
1. Submission of an application to the "one-stop shop" service of the district executive committee for the reconstruction of a residential building.
2. Obtaining permission from the district executive committee for the reconstruction of a residential building and technical specifications for the reconstruction of electrical networks.
3. Submission of an application to the "one-stop shop" service of the district executive committee for inclusion in the lists for reimbursement of part of the costs for carrying out work on the power supply of a residential building, with the provision of a document certifying the identity of the applicant, a document confirming the ownership of a single-family residential building, an apartment in a terraced residential building.
4. Development of project documentation for the reconstruction of electrical networks for heating, hot water supply, and food preparation.
5. Approval of project documentation with the energy supervision authority.
6. Purchase of electrical equipment and materials (with retention of documents confirming the purchase).
7. Construction by contract (under a contract with a specialized organization) of electrical networks with the registration of acompletion of work.
8. Ordering a statement of technical characteristics for the reconstructed residential building from the agency for state registration and land cadastre.
9. Submitting an application to the "one-stop shop" service of the district executive committee for the issuance of an approved acceptance certificate for the reconstructed residential building, with the provision of the statement of technical characteristics, the decision of the district executive committee to permit reconstruction, and the project.
10. Obtaining the decision of the district executive committee on the approval of the acceptance certificate for the reconstructed residential building.
11. Submitting an application to the "one-stop shop" service of the district executive committee for reimbursement of part of the costs for carrying out work on the electricity supply of an operational single-family (duplex) residential building, residential premises in a duplex residential building, with the provision of the certificate of completed work under an agreement with a specialized organization, documents confirming the purchase of electrical equipment and materials, and information about the details of the current bank account opened in the name of the citizen in the bank.
