A competition for civil initiatives has been launched in the Vitebsk region. Winners will receive financial support for project implementation
Initiators can be citizens who have reached the age of eighteen and reside in the territory of the relevant administrative-territorial unit, with the support of district or city Councils of Deputies.
The implementation period for civil initiatives is 2025.
Civil initiative projects are sent to the Vitebsk Regional Council of Deputies:
- in hard copy to the address: 210010, Vitebsk, Gogol St., 6, office 207
- to the e-mail address of the regional Council (osd@vitobl.by) with the subject line "Civil Initiative Project" in the form of documents scanned in PDF format.
The project is accompanied by an application containing information about the initiator (surname, name, patronymic, date of birth, place of residence, contact details). The initiator may provide other information relevant to the implementation of the civil initiative.
The deadline for submitting projects is February 1, 2025.
Projects that have passed preliminary review by the Regional Council of Deputies (project review period from the date of receipt is one month) will be admitted to the competitive selection conducted by the Vitebsk Regional Association of Local Councils of Deputies.
The civil initiative project must comply with the requirements established by paragraph 3 of Article 36 of the Law of the Republic of Belarus of January 4, 2010 "On Local Government and Self-Government in the Republic of Belarus".
The evaluation of applications is carried out by a competition commission. Among the main criteria are the justification of the local initiative (relevance of the idea, logical connection between the idea and the tasks ensuring its solution, thoughtfulness and consistency of actions to implement the initiative, as well as compliance of the planned activities with the main idea). Equally important are the expected social, economic and environmental impact of the local initiative, the sustainability of the results and the involvement of a wide range of local partners (local self-government bodies, citizens and organizations) in the implementation process.
The innovativeness of the events and approaches proposed within the framework of the local initiative, adherence to the principle of gender equality, involvement of people with disabilities and other vulnerable population groups, and the application's focus on addressing the problems of such people will also be taken into account.
The expansion of social entrepreneurship and other forms of business involvement in solving regional problems will be considered.
Projects that win the competitive selection will receive financial support for their implementation.
The initiator-recipient must provide co-financing for the project in the amount of at least 10% of the requested funding amount.
