Control monitoring of harvesting, processing, storage sites for crops and roughage
From August 7 to August 28, 2020, the supervision and prevention inspection of the Beshenkovichi District Department for Emergency Situations conducted control monitoring of compliance with fire safety legislation, including mandatory requirements of technical regulatory legal acts of the fire safety regulation and standardization system for facilities, territories, and agricultural machinery used in harvesting, processing, and storing crops and roughage
of open joint-stock company "Beshenkovichi Agroservice" (Director – Kravtsova Natalia Viktorovna),
communal agricultural production unitary enterprise "DrozdYAgro" (Director – Kulgavy Roman Vasilyevich),
closed joint-stock company "ASB-Agro Novator" (Director – Piskun Andrey Andreevich),
agricultural unitary enterprise "Svytino - VMK" (Director – Momoyko Lyudmila Petrovna),
agricultural unitary enterprise "Vyaderovo" (Director – Berezko Vasily Stepanovich),
communal agricultural production unitary enterprise "PolitotdelAgro" (Director – Komovich Alexander Ivanovich).
During the work performed, a number of violations of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Facilities Belonging to Business Entities," approved by Decree of the President of the Republic of Belarus No. 7 of November 23, 2017 "On the Development of Entrepreneurship," and the "Specific Fire Safety Requirements for Explosive and Fire-Hazardous Production Facilities," approved by Resolution of the Council of Ministers of the Republic of Belarus No. 779 of November 20, 2019, previously recommended for implementation to the heads of business entities, were again identified, namely:
1. OJSC "Beshenkovichi Agroservice":
• Firebreaks were not made around straw and hay stacks in the village of Svecha, near the village of Zhernosokovo, in the villages of Dolostsy and Grudino;
• The head's order did not define• the procedure for conducting fire safety briefings for all employees in accordance with the requirements established by the Ministry of Emergency Situations of the Republic of Belarus is not carried out, and relevant briefings are not conducted;
• a facility-wide fire safety instruction for conducting briefings is missing;
• employees of the enterprise have not undergone training under the fire-technical minimum programs, and the training process has not been organized;
• the required type and quantity of initial fire extinguishing means for buildings, structures, premises, agricultural machinery and equipment of the enterprise have not been determined in accordance with the requirements established by the Ministry of Emergency Situations of the Republic of Belarus, including due to which the following are not provided with fire extinguishing means: repair workshop buildings in the agro-town of Bocheykovo and the village of Dvor Nizgolovo;
• the boiler room in the village of Bocheykovo is cluttered with stored firewood, containers from flammable liquids, etc.;
• agricultural machinery, including that used for harvesting coarse fodder and crop harvesting, is not operated in accordance with the requirements applicable to it:
the surfaces of the engine, fuel and oil tanks, manifold, and exhaust pipe of tractors with state registration numbers 9801 VA-2, 1160 VK-2, 6263 VV-2, 4115 VA, 7294 BYa have not been cleaned of dust, carbon deposits, oily rags, including plastic and metal containers with oils, etc., located close to the engines.
2. SUP "Vyaderovo":
• employees of the enterprise have not undergone training under the fire-technical minimum programs;
• the facility-wide fire safety instruction does not comply with the requirements established by the Ministry of Emergency Situations of the Republic of Belarus;
• a temporary structure for keeping young cattle has been erected and is operated within the fire separation distance of the hay storage structure in the agro-town of Vyaderovo.
3. KSPUP "DrozdYAgro":
• stacks of coarse fodder near the village of Mamoyki are located less than 20 meters from roads;
• exhaust pipes of tractorsdamaged thermal insulation is present, while a reduction in surface temperature to a safe level is not ensured;
• there is no stand with fire safety information in the repair workshop building of ag. Drozdzy;
• there are no fire safety instructions for conducting introductory, primary, and repeat briefings;
• the procedure for training employees on fire safety issues and verifying their knowledge in this area, including the procedure for conducting fire safety briefings, has not been determined - briefings for employees of the repair workshop are not carried out;
• the order of organization of training under fire-technical minimum programs, verification of acquired knowledge, skills and abilities, categories of employees subject to mandatory training, place, frequency of training and persons responsible for its organization (conduct) has not been determined by the head's order, and corresponding training has not been conducted;
• the operation of volunteer fire formations (fire-technical commission and fire brigade) is not organized;
• in accordance with the norms, grain storage buildings, trucks and passenger vehicles, tractors and fodder harvesting complex are not equipped with fire extinguishing means, in addition to the fact that the calculations of the required means have not been made;
• the fire pond near the gas station is overgrown with vegetation (it is impossible to draw the required volume of water).
4. KSPUP "Polito'tdelAgro":
• plowing of straw and hay stacks in the village of Asovets (near the farm) and nearduration of training;
• the required type and quantity of primary fire extinguishing agents for buildings, premises, agricultural machinery and equipment of the enterprise, etc., have not been determined in accordance with the requirements established by the Ministry of Emergency Situations of the Republic of Belarus, while according to the norms, fire extinguishing agents are not provided for: the repair workshop building, the garage with a boiler room;
• overgrown shrubbery and residues of last year's unusable hay bales have not been removed from the firebreak of the hay storage building (structure) in the village of Palitsy;
• temporary wiring from the power transmission line to the refueling station in the village of Palitsy and from the warehouse to the electric water pump of the fire pond in the village of Komoski has been installed in violation of the applicable requirements.
Previously identified violations at the facilities of SUP "Svitino-VMK", ZAO "ASB-Agro Novator" have been eliminated.
These facts indicate the irresponsibility of the management and officials of agricultural enterprises, including lack of control on the part of the Department of Agriculture and Food of the District Executive Committee.
In connection with the newly identified (uneliminated) violations based on the results of control monitoring, the heads of enterprises will be brought to administrative responsibility.
