The Ministry of Antimonopoly Regulation and Trade Clarifies New Rules for Preferential Consumer Loans for Belarusian Goods: What Will Change from April 7
The Ministry of Antimonopoly Regulation and Trade has provided recommendations on the application of innovations to the program of preferential consumer loans for domestic goods. The information is posted on the ministry's website. As a reminder, further amendments to Government Decree No. 992 "On Consumer Lending" dated December 29, 2023, will come into effect on April 7.
Now, the program, in particular, can include all manufacturers, provided they have a certificate of self-produced goods issued by the regional branches of the Belarusian Chamber of Commerce and Industry after an expertise to confirm product compliance with established requirements. Manufacturers of goods interested in their sale under Decree of the Council of Ministers No. 992 provide the trade with duly certified copies of certificates for such goods.
We have thoroughly reviewed the issues of оформление (processing/documentation) of payment documents submitted by buyers to the bank for obtaining preferential credit, as well as documents confirming the buyer's receipt of the credited goods to verify the targeted use of the credit. Thus, payment documents for goods, issued by the trade entity to the borrower, must indicate the buyer's full name, patronymic, the product certificate number for own production for the purchased goods, the name of the goods in accordance with the certificate, the EAEU TN VED code, the manufacturer's name, the quantity of goods purchased, and their cost. The seller must also provide the borrower with a document confirming the receipt of the goods – a waybill or a goods receipt, an act of performed works or an acceptance certificate, other primary accounting documents containing information about the name of the goods in accordance with the certificate, the cost of the goods, and the borrower's details.
— For unambiguous understanding of the classification of goods indicated in the payment document to the category of goods for which credit is provided in accordance with Resolution of the Council of Ministers No. 992, it is possible to additionally indicate the commercial name of the goods – in accordance with the contract, specifications, shipping documents, including invoices, waybills, simultaneously with the indication of the name of the goods in accordance with the certificate, — emphasized the Ministry of Antimonopoly Regulation and Trade (MART).
