Forestry institution monitoring
During the period from September 11 to September 18, 2020, the supervision and prevention inspection of the Beshenkovichi District Department for Emergency Situations conducted an unscheduled monitoring of compliance with fire safety legislation, including mandatory requirements of technical regulatory legal acts of the fire safety regulation and standardization system for facilities of the State Forestry Institution "Beshenkovichi Leskhoz" located in the urban-type settlement of Beshenkovichi at Michurin Street (head of the business entity - Serebro Nikolay Viktorovich).
As part of the work performed, documentation was- drawings from the administrative building of the State Forestry Enterprise "Beshenkovichi Leskhoz" require significant adjustments (do not comply with the established form, do not reflect all premises, etc.);
- the general fire safety instruction requires adjustment, taking into account the newly enacted specific fire safety requirements based on the specifics of the entity;
- the required type and quantity of primary fire extinguishing agents for administrative and production buildings (including adjacent territories) and premises located in the urban-type settlement of Beshenkovichi, Michurin Street, have not been determined in accordance with the requirements of the Ministry of Emergency Situations of the Republic of Belarus (supporting documents have not been provided), on the basis of which the buildings (premises) and adjacent territory are not fully equipped with fire extinguishing means;
- the production territory in the urban-type settlement of Beshenkovichi, Michurin Street, has not been cleared of combustible production waste (wood chips, sawdust, etc.) generated during the course of activities;
- combustible materials (lumber waste) are stored in fire breaks from buildings located on the production territory in the urban-type settlement of Beshenkovichi, Michurin Street;
- the work of the fire and technical commission and the fire brigade has not been organized at the proper level, in accordance with the newly enacted Resolution of the Council of Ministers of May 18, 2020 No. 296 "On Volunteer Fire Brigades" and the Law of the Republic of Belarus of June 15, 1993 No. 240Z-XI "On Fire Safety" (as amended by the Law of the Republic of Belarus of November 11, 2019 No. 251-Z), which is confirmed by the identified violations.
The following violations have also been identified, which, in accordance with paragraph 3.5 of Decree of the President of the Republic of Belarus of November 23, 2017 No. 7, are subject to elimination at the discretion of the business entity, namely:
the administrative building of the State Forestry Enterprise "Beshenkovichi Leskhoz" is not equipped with an automatic fire alarm system with a notification transmission device to the fire automation dispatch consoleFire safety and fire alarm systems (NPB 15-2007,
SNB 2.02.02-01).
Based on the monitoring results, the head of the institution has been issued recommendations, which specify concrete fire safety violations and the deadlines for their elimination. In case of non-compliance with the recommendations, administrative measures may be taken against the head.
