From July 15 to July 29, 2020, the supervision and prevention inspection of the Beshenkovichi District Department for Emergency Situations conducted unscheduled monitoring of compliance with fire safety legislation, including mandatory requirements of technical regulatory legal acts of the fire safety regulation and standardization system for facilities, territories, and agricultural machinery used in harvesting, processing, and storing crops and roughage of the open joint-stock company "Beshenkovichi Agroservice," located in the agro-town of Bocheikovo, Director – Kravtsova Natalia Viktorovna, the communal agricultural production unitary enterprise "DrozdYAgro," located in the agro-town of DrozdY, Director – Kul'gavY Roman Vasil'evich, the closed joint-stock company "ASB-Agro Novator," located in the agro-towns of Verkhneye Krivino, Rzhavka, Budilovo, and the village of Gankovichi, Director – Piskun Andrey Andreevich, the agricultural unitary enterprise "Svitino - VMK," located in the agro-town of Verkhov'ye and near the settlement, Director – Momoyko Lyudmila Petrovna, the agricultural unitary enterprise "Vyaderovo," located in the agro-town of Ostrovno and the village of Vyaderovo, Director – Berezko Vasily Stepanovich, the educational institution "Ull State Professional Lyceum of Agricultural Production named after L.M. Dovator," located in the agro-town of Ulla, Director - Pashkevich Alexander Antonovich. During the work performed, a number of violations were identified of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises, and Other Facilities Belonging to Business Entities," approved by Decree of the President of the Republic of Belarus No. 7 of November 23, 2017 "On the Development of Entrepreneurship," and the "Specific Fire Safety Requirements for Explosive and Fire-Hazardous Production Facilities," approved by Resolution of the Council of Ministers of the Republic of Belarus No. 779 of November 20, 2019., namely:
1. OJSC "Beshenkovichi Agroservice":
- No plowing around hay and straw stacks has been carried out;
- The head's order does not define the procedure for conducting fire safety briefings and training under the fire-technical minimum programs, verification of acquired knowledge, skills and abilities, categories of employees subject to mandatory training, the place and frequency of training, and appropriate employee training is not carried out;
- There is no general fire safety instruction;
- The activities of volunteer fire-fighting units (fire-technical commission and fire brigade) are not organized;
- The floor drying building, repair workshop, grain drying complex, grain harvesting combines, freight vehicles, tractors, and smoking areas are not equipped with fire extinguishing means;
- The territory of grain crop warehouses, the grain drying complex, and the repair workshop in the village of Bocheykovo have not been cleared of dry vegetation and combustible waste;
- The fire pond of the grain drying complex in the village of Bocheykovo is overgrown with vegetation (it is impossible to draw water and access it);
- The operation of agricultural machinery, including that used for roughage harvesting and crop harvesting, is not carried out in accordance with the requirements for it: the surfaces of the engine, fuel and oil tanks, manifolds, and exhaust pipes of tractors are not cleaned of dust, soot, and oily rags, including nearby plastic and metal containers with oils, etc., are not removed;
- The use of electrical extension cords with damaged insulation and the installation of temporary wiring in the electric welder's room are permitted, and electrical socket casings are missing in the repair workshop in the village of Bocheykovo.
2. CJSC "ASB-Agro Novator":
- Temperature and humidity indicators are not measured during the storage of roughage;
- No plowing around hay and straw stacks has been carried out;
- the procedure for conducting fire safety briefings and training under fire-technical minimum programs, testing of acquired knowledge, skills and abilities, categories of employees subject to mandatory training, place and frequency of training, and appropriate training of employees under fire-technical minimum programs are not defined by the head's order; - the operation of volunteer fire-fighting units (fire-technical commission and fire brigade) is not organized; - the mill building in the agro-town of Rzhavka, the dryer in the agro-town of Rzhavka, the dryer in the agro-town of Verkhneye Krivino, the mill in the village of Gankovichi, and the combine harvesters are not equipped with fire extinguishing means (absent or not fully equipped); - the territory adjacent to the mill building in the agro-town of Rzhavka has not been cleared of dry vegetation and combustible waste; - the repair workshop buildings in the agro-town of Rzhavka, agro-town of Budilovo, and agro-town of Verkhneye Krivino are not equipped with fire safety information stands.
3. SUP "Vyaderovo":
- temperature and humidity indicators are not measured during the storage of coarse fodder; - straw and hay stacks have not been plowed around; - employees of the enterprise have not been trained under fire-technical minimum programs; - the operation of volunteer fire-fighting units (fire-technical commission and fire brigade) is not organized; - the general fire safety instructions do not comply with the requirements; - the construction and operation of a temporary structure for keeping young cattle in the fire break of the hay storage in the agro-town of Vyaderovo are permitted.
4. SUP "Svitino-VMK":
For reference
On July 26, 2020, a fire occurred at the grain cleaning and drying complex KZSV-30 "LidAray" of SUP "Svitino-VMK", located near the agro-town of Verkhovye. The cause of the fire is being established, the considered cause is a violation of the technological regulations. The investigation into the fire has not been completed.

   
   
- Temperature and humidity indicators are not measured during the storage of coarse fodder;
- Straw and hay stacks have not been ploughed around;
- The activities of volunteer fire brigades (fire safety commission and fire squad) are not organized;
- The building of the fodder grain warehouse near the agrotown of Verkhovye and the seed warehouse building in the agrotown of Verkhovye are not equipped with fire extinguishing means;
- The building of the repair workshop in the agrotown of Verkhovye is not equipped with a stand providing fire safety information;
- Smoking is permitted on the premises outside specially designated areas, as defined by fire safety instructions, properly equipped and marked with "Smoking Area" signs (repair workshop premises, grain harvesting combines).
5. KSPUP "DrozdYAgro":
For reference:
On July 13, 2020, a fire occurred in an MTZ 3022 tractor at KSPUP "DrozdYAgro". The cause of the fire is under investigation, with the suspected cause being a violation of operating rules. The preliminary damage exceeds 41 thousand rubles (the investigation is being conducted by the Beshenkovichi District Department of Internal Affairs).

- Duty of fire squad members, equipped with fire and rescue or other fire-fighting equipment, supplied with water, a pump, and primary fire extinguishing means, and a tractor equipped with a plough, is not organized;
- Hay stacks have not been ploughed around;
- Coarse fodder stacks near the village of Mamoyki are located at a distance of at least 20 meters from roads;
- The exhaust pipe of the tractor has damaged thermal insulation, which reduces the surface temperature to a safe level;
- There is no stand providing fire safety information in the repair workshop building of the agrotown of DrozdY;
- There are noinstructions on fire safety for conducting introductory, initial, and recurrent training;
- the procedure for conducting fire safety training for employees and verifying their knowledge in this area, including the procedure for conducting fire safety briefings, is not defined - training for employees of the repair workshop is not carried out;
- the order of organization of training under the fire-technical minimum programs, verification of acquired knowledge, skills and abilities, categories of employees subject to mandatory training, place, frequency of training, and persons responsible for its organization (conduct) is not determined by the head's order, and corresponding training has not been conducted;
- the work of volunteer fire formations (fire-technical commission and fire brigade) is not organized;
- in accordance with the norms, grain storage buildings, grain drying facilities, repair workshop, grain harvesting combines, trucks and cars, tractors, forage harvesting complexes, and smoking areas are not equipped with fire extinguishing means;
- the operation of the canopy of the grain storage (near the grain dryer) and the unloading ramp of the grain dryer for purposes other than intended is allowed (personal vehicles of enterprise employees are stored there; vehicle repair work is carried out (accordingly));
- the territory of grain storage facilities, grain dryers, and the repair workshop of the agro-town of Drozdы has not been cleared of dry (mown) vegetation and combustible waste (polyethylene film, pesticide canisters, corrugated cardboard, etc.);
- the fire pond near the gas station is overgrown with vegetation (it is impossible to draw the required amount of water);
- the operation of agricultural machinery, including that used in roughage harvesting and crop harvesting, is not ensured in accordance with the requirements:
- the cleaning of engine surfaces, fuel and

of fuel tanks, collectors, exhaust pipes of grain harvesters, tractors and fodder harvesting complexes from dust, carbon deposits, oily rags, etc.
Identified minor violations at the facilities of the educational institution "Ull State Professional Lyceum of Agricultural Production named after L.M. Dovator" were eliminated during the monitoring.
These facts indicate a weakening of control by the management and officials of agricultural enterprises over ensuring fire safety at facilities for fodder procurement and crop processing.
At this stage, based on the monitoring results, recommendations have been issued to the heads of enterprises, which specify specific fire safety violations and the deadlines for their elimination (in case of non-compliance with the recommendations, administrative measures may be taken against the head and officials), and relevant information has been sent to the Beshenkovichi District Executive Committee and the Department of Agriculture and Food.
