Monitoring of harvesting, processing, storage sites for crops and roughage

In July 2021, the inspection and prevention department of the Beshenkovichi District Department for Emergency Situations conducted scheduled monitoring of compliance with fire safety legislation, including mandatory requirements of technical regulatory legal acts for fire safety regulations and standardization of facilities, territories, and agricultural machinery used in harvesting, processing, and storing crops and roughage.

During the work performed, a number of violations of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Belonging to Business Entities" were identified, approved by the Decree of the President of the Republic of Belarus of 23.11.2017 No. 7 "On Development

"entrepreneurship", and "Specific requirements for ensuring fire safety of explosive and fire-hazardous production facilities", approved by Resolution of the Council of Ministers of the Republic of Belarus No. 779 of November 20, 2019, the main ones being:

- training of enterprise employees under fire-technical minimum programs has not been organized, namely, employees involved in harvesting grain crops, harvesting and storing coarse fodder;

- in accordance with the norms established by the Ministry of Emergency Situations of the Republic of Belarus, drying facilities, grain harvesting combines, etc. are not equipped with fire extinguishing means;

- the territory is not cleared of dry vegetation and combustible waste;

- combustible materials are stored in fire breaks from buildings (structures), shrub vegetation has grown;

- fire water reservoirs are in unsatisfactory condition: water supply for firefighting purposes is not restored, overgrown with vegetation, etc.;

- on the outer side of the doors (gates) of buildings categorized by explosion and fire hazard, there are no indicators of their category, etc.

At first glance, the causes and conditions contributing to the commission of the specified violations were insufficient knowledge by officials of the requirements of regulatory legal acts in the field of fire safety, weakened control by the management and officials of agricultural enterprises over fire safety at facilities for fodder harvesting and crop processing. At the same time, repeated monitoring conducted from August 1 to August 10 of the current year at KSPUP "PolitotdelsAgro" and KSPUP "DrozdыAgro" indicated a lack of desire by the enterprise managers to deal with fire safety issues, as only 3 out of 9 and 3 out of 15 violations reflected in the recommendations at the enterprises, respectively, were fulfilled.

Regarding the failure to eliminate fire safety violations by the heads of KSPUP "PolitotdelsAgro" and KSPUP "DrozdыAgro", documents are being prepared to initiate administrative proceedings.
