Monitoring of harvesting, processing, storage sites for crops and roughage
In June 2022, based on the instructions of the Vitebsk Regional Prosecutor's Office, employees of the supervision and prevention sector of the Beshenkovichi District Department for Emergency Situations conducted unscheduled monitoring of compliance with fire safety legislation, including mandatory requirements of the technical regulatory legal acts of fire safety regulation and standardization for **facilities, territories, and equipment of business entities located in the district and part of the agro-industrial complex.**
The following were inspected:
Communal agricultural production unitary enterprise "Drozd'Agro" (located in the agro-town of Drozd', anti-crisis manager - Zarovkin Sergey Mikhailovich);

Monitoring has established that, according to the decision of the Vitebsk Regional Economic Court, insolvency (bankruptcy) proceedings have been initiated against the enterprise, which entails the seizure and/or sale of equipment, land, buildings and structures, and cattle, and the staff size has been reduced.
Communal Agricultural Production Unitary Enterprise "PolitotdelAgro" (located in the agro-town of Komoski, Director - Komovich Alexander Ivanovich);
Open Joint-Stock Company "Beshenkovichi Agroservice" (located in the agro-town of Svecha (primarily on the territory of the Bocheykovsky rural council), crisis manager - Bartineva Irina Vladimirovna
).

The monitoring revealed that, in accordance with the economic court's ruling, insolvency (bankruptcy) proceedings have been initiated against the enterprise. Consequently, procedures for the seizure and/or sale of equipment, land, buildings and structures, and cattle are being carried out, and the staff size has been reduced.
The work performed identified a number of violations of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Belonging to Business Entities," approved by Decree of the President of the Republic of Belarus No. 7 of November 23, 2017 "On the Development of Entrepreneurship," and the "Specific Requirements for Ensuring Fire Safety of Explosive and Fire-Hazardous Production Facilities," approved by Resolution of the Council of Ministers of the Republic of Belarus No. 779 of November 20, 2019. The main violations were:
1. KSPUP "DrozdYAgro":
- the territory of grain crop warehouses, grain dryer, and repair workshop in the village of Drozd, farms in the villages of Vorokhobki, Yanovshchina, Pyatigorsk, Strizhevo, and the gas station have not been cleared of dry (mown) vegetation and combustible waste (polyethylene film, lumber, etc.);
- in accordance with the norms established by the Decree of the Ministry of Emergency Situations of the Republic of Belarus dated 02.05.2018 No. 30, the repair workshop building, the farm in the village of Pyatigorsk, the administrative building, and wheeled vehicles are not equipped with primary fire extinguishing means;
- the operability, serviceability, and constant readiness for use of fire extinguishing means (portable fire extinguishers) located at the gas station are not ensured (have not been recharged due to expiration of the service life and presence of broken seals);
- evacuation plans for people in case of fire, etc. are missing on the first and second floors of the administrative building.
2. Beshenkovichi Agroservice OJSC:
- in accordance with the norms established by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 02.05.2018 No. 30, the repair workshop building in the agro-town of Bocheykovo is not fully equipped with primary fire extinguishing means.
- the territory of the repair workshop, grain storage facilities in the agro-town of Bocheykovo, and farms in the village of Novosyolki, agro-town of Dvor Nizgolovo has not been cleared of dry vegetation and combustible waste (hay, straw, wood chips, etc.);
- evacuation plans for people in case of fire are missing on the first and second floors of the administrative building in the agro-town of Svecha;
- evacuation routes and emergency exits from the administrative building (premises) in a.g. Svecha are not marked with fire safety signs as required by technical regulations;
- property has been installed that obstructs safe evacuation (from corridors and the stairwell) from the first and second floors of the administrative building in a.g. Svecha.
3. KSPUP "PolitotdelAgro":
- the repair workshop building (in full) and wheeled vehicles (not available) (state registration numbers 7436 VA-2, 6271 VV-2; 7606 VK-2; 7644 VK-2; 3058 VV-2; 6297 VV-2) are not equipped with primary means
fire extinguishing;- the territory of the repair workshop, the MTP in ag. Komoski, the MTK "Kompleks", grain storage facilities in ag. Komoski, the grain drying complex, the MTP in ag. Drozd and ag. Svecha, farms in d. Kosarevshchina, d. Lobachevo and d. Palitsy, the refueling station in d. Palitsy has not been cleared of dry vegetation and combustible waste (hay, straw, wood chips, etc.);
- combustible materials (sawdust, lumber scraps, containers with used lubricants) are stored in fire breaks from the buildings of the MTK "Kompleks", the MTP in ag. Drozd and ag. Svecha, and the repair workshop;
- the operability, serviceability, and constant readiness of fire-fighting water supply facilities are not ensured, namely: the fire hydrant on the territory of the grain drying complex (no fire safety sign to mark the fire hydrant; no manhole cover, drainage well flooding), the fire reservoir (no fire safety sign to mark the fire reservoir; the water intake device is faulty, the condition of the access roads and platforms for installing fire fighting vehicles is unsatisfactory) at
- territories of the MTK "Kompleks" and fire ponds (low water level, unsatisfactory condition of access roads and platforms for fire trucks) in the agro-town of Komoski;
- containers with drained oils are stored in the premises of the repair workshop (maintenance posts and repair sections);
- storage of various materials and horse-drawn carts is carried out in the vestibules of the livestock farm buildings in the agro-town of Drozdov.
The causes and conditions contributing to the commission of the specified violations were: financial insolvency in certain moments, insufficient knowledge by officials of the requirements of regulatory legal acts in the field of fire safety, weakened control by the management and officials of agricultural enterprises over ensuring fire safety at facilities, etc.
Based on the monitoring results, recommendations have been issued (sent) to the managers, specifying concrete fire safety violations and the deadlines for their elimination.
