Monitoring of cleaning, processing, storage sites for crops and roughage of an agricultural enterprise
From July 8 to 10, 2020, the inspection and prevention department of the Beshenkovichi District Department for Emergency Situations conducted an unscheduled monitoring of compliance with fire safety legislation, including mandatory requirements of technical regulatory legal acts of the fire safety regulation and standardization system for facilities, territories, and agricultural machinery used in harvesting, processing, and storing crops and roughage of the communal agricultural production unitary enterprise "PolitotdelAgro," located in ag. Komoski and in the district (the head of the enterprise is Komovich Alexander Ivanovich).
During the work performed, a number of violations of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises, and Other Facilities Belonging to Business Entities" approved by Decree of the President of the Republic of Belarus No. 7 of November 23, 2017 "On the Development of Entrepreneurship" (hereinafter referred to as the General Requirements) and the "Specific Fire Safety Requirements for Explosive and Fire-Hazardous Production Facilities" approved by Resolution of the Council of Ministers of the Republic of Belarus No. 779 of November 20, 2019 (hereinafter referred to as the Specific Requirements) were identified:
in the grain harvesting areas, duty of fire brigade members is not organized, equipped with fire and rescue or other equipment adapted for firefighting, supplied with water, a pump, and primary firefighting equipment, and a tractor equipped with a plow;
when storing roughage, temperature and humidity indicators are not measured with registration of the date, time, measurement location, and temperature in a special log;

the procedure for conducting fire safety briefings and training according to fire-technical minimum programs, and checking the acquired knowledge, skills, and abilities are not defined by the head's order, therefore, employees of the enterprise were not trained according to fire-technical minimum programs; volunteer fire brigades (fire-technical commission and fire squad) are not organized; the floor drying building, repair workshop, garage with a water heating room, grain drying complex, gas filling stations, grain harvesting combines and other agricultural machinery, smoking areas are not equipped with fire extinguishing means (absent or not fully equipped); the hay storage facility in the village of Palitsy is used for purposes other than its intended use (storage and repair of a forage harvester is carried out);
not cleaned the territory of hay storage facilities in the village of Palitsy and the village of Komoski, grain storage facilities and grain drying complex in the village of Komoski, refueling stations in the village of Palitsy and the village of Komoski, and the repair workshop in the village of Komoski from dry vegetation and combustible waste;

overgrown shrubbery and remnants of last year's unusable hay bales, as well as fire debris, have not been removed from the fire protection clearances of hay storage buildings (structures) in the village of Palitsy and the village of Komoski;

smoking is permitted on the premises outside of specially designated areas, as defined by fire safety instructions, equipped in the prescribed manner and marked with "Smoking Area" signs (repair workshop premises, grain harvesting combines);
bonfires are permitted on the territory of warehouses in the village of Komoski near the grain drying complex;
there is no water supply for firefighting purposes in the fire ponds on the territory adjacent to the repair workshop, livestock farm, and warehouses in the village of Komoski;
operation of agricultural machinery, including that used in roughage harvesting and crop harvesting, is not carried out in accordance with the requirements:
- fuel systems are not sealed, from the engine to the fuel tank, of tractors (there are traces of diesel fuel leakage, including intermediate containers (cut plastic bottles) installed);
engine surfaces, fuel and oil tanks, manifold, exhaust pipe of grain harvesters are not cleaned of dust, soot, including plastic and metal containers with oils, etc. located nearby;
temporary electrical wiring from the power line to the refueling point in the village of Palitsy and from the warehouse to the electric water pump of the fire pond in the village of Komoski has been installed in violation of the applicable requirements.
The presence of violations of the requirements of technical regulatory legal acts indicates the need to improve the system of fire safety control.
Based on the monitoring results, recommendations have been issued to the head of the enterprise, which specify specific fire safety violations and the deadlines for their elimination. In case of non-fulfillment of the recommendations, administrative measures may be taken against the head and officials.

However, according to the materials of the check by the Beshenkovichi District Department of Internal Affairs, the cause of the fire that occurred on 07/23/2019 in the hay storage in the agro-town of Komoski of KSPUP "Politotdel-Agro" was a violation of the technological regulations for the laying and storage of hay, which resulted in microbiological spontaneous combustion.
