Monitoring of private property objects involved in trade and product manufacturing
From October 14 to October 27, 2020, the inspection and prevention department of the Beshenkovichi District Department for Emergency Situations conducted a planned monitoring of compliance with fire safety legislation, including mandatory requirements of technical regulatory legal acts of the fire safety regulation and standardization system
by the Limited Liability Company "BelWoodStroyTorg", operating in the urban-type settlement of Beshenkovichi at 1G Chernyakhovsky Street (head of the business entity - Tkachenok Alexey Alexandrovich).
During the work performed, the submitted documentation was studied, oral interviews with enterprise employees were conducted, and the existing facilities and adjacent territories were inspected.
It was established that: the enterprise's facility implements fire safety regime measures; employee interviews showed that employees possess sufficient knowledge of the rules for using primary fire extinguishing means, actions in case of fire, calling fire emergency rescue units, etc.
At the same time, the following violations were identified regarding the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Facilities Belonging to Business Entities" approved by Decree of the President of the Republic of Belarus No. 7 of November 23, 2017 "On the Development of Entrepreneurship" (hereinafter - General Requirements) and the "Specific Requirements for Ensuring Fire Safety of Explosive and Fire-Hazardous Production Facilities" approved by Resolution of the Council of Ministers of the Republic of Belarus No. 779 of November 20, 2019 (hereinafter - Specific Requirements), namely:
- the spare parts warehouse building (hereinafter - warehouse), located in the urban-type settlement of Beshenkovichi at 1G Chernyakhovsky Street, is operated in violation of the operational documentation (technical passport) for it, namely: a capital structure has been erected without authorization within the fire separation distance from the warehouse building (p(premises); in the volume of the first floor of the warehouse building, premises for a service station, boiler room, and shop have also been illegally constructed;
- at the enterprise, the process of training employees in fire safety measures, including fire safety briefings and training on fire-technical minimum programs, is not organized and is not carried out; regulatory documents, as well as relevant journals, instructions, etc., are missing;
- the warehouse and temporary structures are not fully equipped with fire extinguishing means;
- the building structures and technological equipment of the sawmill are not cleaned in a timely manner from combustible deposits; regulatory documents are missing at the enterprise;
- persons not having the appropriate professional qualifications and not having undergone appropriate professional training are allowed to carry out hot work (documents confirming training were not provided);
- fire breaks from the warehouse building are obstructed by stored combustible materials;
-areas where trade and public catering facilities, etc. are established.
In doing so, owners do not take into account a number of factors, such as mass gatherings of people, up to mass presence, increased fire load, establishment of fire-hazardous production, etc., under which the following issues must be re-examined, regulating the degree of safety of people and material assets, which are not given attention by economic entities, primarily due to profit from the facility, namely:
compliance with the requirements for evacuation routes (condition of corridors, lobbies, stairwells, emergency exits, presence of smoke-tight doors, etc.);
availability of fire alarm and notification systems (regulating issues of timely detection of fires and evacuation of people);
availability of emergency (standby) lighting (allowing unimpeded evacuation of people in case of emergencies of various nature), etc.
