LNG facility monitoring
From January 17 to 20, 2020, the inspection and prevention department of the Beshenkovichi District Department for Emergency Situations conducted a planned monitoring of compliance with fire safety legislation, including mandatory requirements of technical regulatory legal acts of the fire safety regulation and standardization system in the dormitory buildings of the educational institution "Ullsky State Professional Lyceum of Agricultural Production named after L.M. Dovator", including monitoring compliance with legislation during activities to ensure fire safety in terms of technical maintenance of fire automation systems by "Stroymaster plus" LLC at the institution's facilities.
As part of the work performed, documentation was studied, oral interviews with institution employees were conducted, and dormitory buildings and adjacent territories were inspected.
It was established that the institution's management has implemented an appropriate fire safety regime, fire safety briefings are conducted in a timely manner, employees are trained according to fire safety manager programs, and volunteer fire brigades (DPD and PTK) are organized. The survey showed that employees possess sufficient knowledge of the rules for using primary fire extinguishing equipment, actions in case of fire, and calling fire and rescue services. The institution is provided with normative, methodological, and reference literature on fire safety issues.
At the same time, a number of violations of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises, and Other Facilities Owned by Business Entities" approved by Decree of the President of the Republic of Belarus No. 7 of November 23, 2017, were identified, such as:
fire evacuation plans for dormitory building No. 1 do not comply with the established form;
not all dormitory premises №1, intended for temporary accommodation of people, have schematic plans for individual evacuation of people from the respective floor and memoranda with fire safety requirements for residents and actions in case of fire displayed in visible places;
in the doors of two stairwells of dormitories №1 and №2, seals in the rebates are partially missing (damaged);
the doors of the stairwells of dormitories №1 and №2, leading directly outward, are open, and instead of easily opening locking devices, there are key locks in the door leaves.
The presence of violations of the requirements of the TNPA indicates the need to improve the system of control over the state of fire safety.
An briefing (speech to the work collective) was held with the institution's employees involved in the operation of the dormitory buildings.
Based on the results of the monitoring, recommendations have been presented to the head of the educational institution, which specify concrete fire safety violations and the deadlines for their elimination. In case of non-fulfillment of the recommendations, administrative measures may be taken against the head and officials.
