Monitoring of residential facilities for citizens

From August 30 to September 11, 2024, employees of the supervision and prevention sector of the Beshenkovichi District Department for Emergency Situations conducted a monitoring of compliance with fire safety legislation, including mandatory requirements of technical regulatory legal acts of the fire safety regulation and standardization system of the Unitary Communal Enterprise of Housing and Communal Services "Beshenkovichi Kommunalnik", (Beshenkovichi urban settlement, Uritsky str., 102; head – Slivets Igor Georgievich) regarding the dormitory and hotel buildings.
During the work performed, the provided documentation was studied, and the buildings (premises) and adjacent territories were inspected.
Thus, according to the issues set out in the decision to conduct the monitoring, the following regulatory violations were identified:
  • hotel building:
fire evacuation plans for the building do not comply with the requirements (not oriented; incorrect Ministry of Emergency Situations phone numbers, missing phone numbers of officials, schematic plan of the 1st floor does not match the layout, etc.);
the basement premises are not fully equipped with operable (functional) primary fire extinguishing means (fire extinguishers);
the possibility of opening locks (latches) on doors located on evacuation routes from the inside without a key is not ensured (doors from the 4th-floor corridor to stairwells and from the 3rd floor to the emergency stairwell);
Compliance of smoke-tight doors of stairwells and the door separating the first-floor corridor from the lobby is not ensured (seals were missing in the rebates and automatic self-closing devices);
Protection against mechanical damage of alarm devices (Exit signs) installed in the corridors of the 1st, 3rd, and 4th floors at a height of less than 2.2 m from the floor level is absent;
Fire and evacuation management systems are not operational;
Manual fire detectors are not marked with fire safety signs in accordance with GOST 12.4.026 requirements;
  • Dormitory building:
Loop No. 2 (apartment (room) 11 on the 1st floor) of the fire alarm system, according to the remote control panel, is faulty;
Manual fire detectors are not marked with fire safety signs in accordance with GOST 12.4.026 requirements;
Fire evacuation plans for the building do not comply with the requirements (incorrect contact phone numbers for the Ministry of Emergency Situations, missing contact phone numbers for officials, locations of manual fire detectors not indicated, etc.);
The premises of the corridors on 3 floors are not fully equipped with operational (working) primary fire extinguishing means (fire extinguishers);
Compliance of smoke-tight doors of stairwells and doors separating the first-floor corridors is not ensured (seals are partially missing in the rebates).

Following the monitoring results, recommendations were issued to the manager, specifying concrete fire safety violations and deadlines for their elimination. Generalized information has been prepared for higher management.

In case of non-compliance with the recommendations, administrative measures may be taken.
Liability for these violations is provided for by Article 24.36 of the Code of the Republic of Belarus on Administrative Offenses.
