Monitoring of dormitory PMK-41

From March 20 to 23, 2020, the inspection and prevention department of the Beshenkovichi District Department for Emergency Situations conducted a planned monitoring of compliance with fire safety legislation, including mandatory requirements of technical regulatory legal acts of the fire safety regulation and standardization system in the dormitory building of the communal unitary enterprise "Beshenkovichi PMK-41", headed by Poshelyuk Sergey Nikolaevich.
During the work performed, documentation was studied, employees were orally interviewed, and the dormitory building and its adjacent territory were inspected.
It was found that the enterprise management has established an appropriate fire safety regime, fire safety briefings are conducted in a timely manner, employees are trained according to the Fire Safety Technician programs, and the work of volunteer fire brigades (DPD and PTK) is organized. The survey showed that employees have sufficient knowledge of the rules for using primary fire extinguishing means, actions in case of fire, and calling fire and rescue services. The enterprise is provided with regulatory, methodological, and reference literature on fire safety issues.
At the same time, a number of violations were identified, which, in accordance with paragraph 3.5 of Decree No. 7 of the President of the Republic of Belarus dated November 23, 2017, are subject to elimination at the discretion of the business entity, because the requirements were introduced after the facility began operation, namely:
employees involved in the implementation of the fire evacuation plan (members of the voluntary fire brigade and others) are not provided with filtering self-rescuers;
the dormitory is not equipped with an automatic fire alarm system with a device for transmitting notifications to the fire automation dispatch center;
the dormitory is not equipped with a fire alarm system.
These measures, in their entirety, if present at the facilities of the subject

management affect the timely detection and elimination of fires, as well as the safe evacuation of people, and as a consequence, minimize the damage caused.
The management of the enterprise has been personally informed of the identified violations.
