Fire automation systems monitoring

During the period from September 1 to 3, 2020, the inspection and prevention department of the Beshenkovichi District Department for Emergency Situations conducted an unscheduled monitoring of compliance with legislative requirements in the field of fire safety activities related to the technical maintenance of fire automation systems by the limited liability company "StroySpetsSystemy" (head of the business entity Prigozhaev Viktor Nikolaevich) located in Vitebsk and carrying out licensed activities at facilities in the district: Educational Institution "Secondary School No. 1 of the urban-type settlement Beshenkovichi" (urban-type settlement Beshenkovichi, Tolstoy St., 4) and Educational Institution "Secondary School No. 2 of the urban-type settlement Beshenkovichi" (urban-type settlement Beshenkovichi, Kommunisticheskaya St., 17).
During the monitoring, it was established that the fire alarm systems (hereinafter referred to as the systems) are in good working order and perform their intended functions. However, in accordance with clause 3.9 of Decree of the President of the Republic of Belarus No. 7 of November 23, 2017 "On the Development of Entrepreneurship," the requirements of the technical code of practice TKP 316-2011 "System for technical maintenance and repair of automatic fire suppression systems, smoke protection systems, fire alarm systems, fire notification and evacuation management systems. Organization and procedure for carrying out work" (hereinafter referred to as TKP) were not fulfilled, namely:
the system passport was not fully completed, taking into account previously performed system repairs (replacement of: control and receiving equipment, sensors, wires (cables));
the quality control of the maintenance of fire automation systems was not organized at the proper level, as evidenced by the absence of marks on the conducted quality control, differences between quality control dates exceeding 1 quarter, and works not being presented to the customer's representatives, etc.;
planned technical maintenance of the systems was not carried out in full compliance with the maintenance regulations, according to the system's technological maps, and operating instructions for technical equipment.of funds, technical conditions, TNPA, etc.

In August of the current year, 4 "fire" signals and 7 "malfunction" signals were received by the fire automation dispatch console from system SS No. 1, with no coincidences of signal dates with the technical maintenance dates reflected in the logs.

Based on the monitoring results, recommendations have been sent to the head of the entity, indicating specific violations of current regulatory legal acts and the deadlines for their elimination. In case of non-compliance with the recommendations, administrative measures may be taken against the head.

record the quality control result in the maintenance and current repair work registration log, signed by the Customer's representative and the persons performing system maintenance (Clause 7.13.5 of the TCP).
conduct training for all Customer personnel, as determined by order (taking into account personnel changes), on the proper maintenance and technical operation of systems (Clause 9.1.3 of the TCP), etc.
