Fire automation systems monitoring
From January 15 to February 4, 2021, the inspection and prevention department of the Beshenkovichi District Department for Emergency Situations conducted an unscheduled monitoring of compliance with legislative requirements in the field of fire safety maintenance, specifically regarding the technical maintenance of fire automation systems by LLC "BastionS" at the facilities of the Educational Institution "Ull State Professional Lyceum of Agricultural Production named after L.M. Dovator" (dormitories in the agro-town of Ulla, Korenevskogo St.) (enterprise head - Kirizyuk Valeriy Aleksandrovich).
During the monitoring, it was established that the fire alarm system is in good working order and performs its functionsthe servicing organization and the facility have been instructed on fire safety issues during the maintenance and operation of fire automation systems.
We also wish to draw the attention of the heads of business entities, which have fire alarm systems at their subordinate facilities, to the timely and high-quality fulfillment of the requirements set forth by the technical code of practice TКП 316-2011, namely (the main issues arising during system maintenance):
in case of detecting a malfunction or system failure between scheduled maintenance periods, responsible officials and facility employees must call the service provider, which is to be recorded in the call log. The log must record the date and time of the call, the details of the service provider who received the call, and the measures taken by the service provider (clause 7.6.4 of TКП). In case of a system failure, the servicing personnel of the provider is obliged to arrive at the serviced facility upon the customer's call within a period not exceeding
7 hours (clause 6.4 of TКП);
completion of the system maintenance and current repair registration log (clause 5.13 of TКП) (inclusion of all required information, reflection of all types of work (within the scope of technical regulations, restoration, etc.), etc.);
after completion of scheduled maintenance work, including system restoration, present the completed work to the responsible person of the Customer or a person replacing them by order of the Customer (clause 6.9 of TКП).
perform planned quality control of system maintenance according to a schedule approved by management, including ensuring its availability at the facility. Conduct planned control at least once a quarter from the date of the previous quality control (clause 7.4.2 of TКП).
document the results of maintenance quality control with acts in 3 copies, ensuring that one of them is held by the responsible person of the Customer (clauses 7.4.4, 7.13.6 of TКП).
The result of the quality control shall be recorded in the maintenance and repair log, signed by the Customer's representative and the persons performing the system maintenance (Clause 7.13.5 of the Technical Code).
Conduct training for all Customer personnel, as determined by order (taking into account personnel changes), on the proper maintenance and technical operation of the systems (Clause 9.1.3 of the Technical Code), etc.
