Fire alarm system monitoring

From March 16 to 17, 2020, the inspection and prevention department of the Beshenkovichi District Department for Emergency Situations conducted an unscheduled monitoring of compliance with legislation in the field of fire safety activities related to the technical maintenance of fire automation systems by Belspetssistemy LLC (Vitebsk, Transportnaya St., 9; UNP 391268077), headed by Shyrkin Mikhail Alexandrovich, at the facilities of Vitkonprodukt LLC, located in the Beshenkovichi District (Young stock rearing site (near Kosarevshchina village); Parent stock site (near Chelnyshki village)).
Guided by clause 3.9 of the Decree of the President of the Republic of Belarus No. 7 of November 23, 2017 "On the Development of Entrepreneurship", it was established that the requirements of the technical code of practice TCP 316-2011 "System for technical maintenance and repair of automatic fire extinguishing systems, smoke protection systems, fire alarm systems, fire alarm and evacuation control systems. Organization and procedure for carrying out work" were violated during the maintenance of fire alarm systems at the facilities, namely:
Acts of initial inspection of the fire alarm system (hereinafter referred to as the system), performed in accordance with the scope of regulation No. 2 of technical maintenance, and Acts of performed work on the initial inspection of systems preceding the conclusion of bilateral agreements are missing;
Bilateral agreements (copies) for the technical maintenance of systems are missing;
"System Passports" are missing;
The logs for recording work on technical maintenance and current repair of systems at two facilities are incompletely filled out, and schedules for technical maintenance at the specified facilities are missing;
after the completion of work on scheduled technical maintenance, the performed work is presented to anyone (no responsible persons appointed by the customer);
Schedules for planned quality control of system technical maintenance are missing, control is

is carried out more than three months after the previous quality control;
there are no acts on the results of technical maintenance quality control at the facilities;
the quality control result is not recorded in the logbook of technical maintenance and current repair works with the signatures of the Customer's representative and persons performing system maintenance;
responsible and duty personnel (all watchmen) have not been instructed on the proper maintenance and technical operation of the systems.
Recommendations have been issued to educational institutions, specifying specific fire safety violations and the deadlines for their elimination. In case of non-compliance with the recommendations, administrative measures may be taken against the head and officials.
