Monitoring the condition of fire automation systems in educational institutions

From May 6 to May 25, 2021, an unscheduled monitoring of compliance with the requirements of legislation in the field of fire safety maintenance, specifically regarding the technical maintenance of fire automation systems, was conducted by the supervision and prevention inspectorate of the Beshenkovichi District Department for Emergency Situations. This monitoring was carried out at the facilities of the educational institutions: "Secondary School No. 1 of the town of Beshenkovichi," "Secondary School No. 2 of the town of Beshenkovichi," "Kindergarten No. 1 of the town of Beshenkovichi," "Kindergarten No. 5 of the town of Beshenkovichi," "Kindergarten No. 6 of the town of Beshenkovichi," "Ullsky Kindergarten of the Beshenkovichi District," and "Verkhovsky Kindergarten of the Beshenkovichi District," all located within the Beshenkovichi District. The monitoring was performed at the premises of LLC "StroyElektrosfera" (Vitebsk; UNP 391357735; Head of the enterprise - Lipatov Alexander Evgenievich).
During the monitoring, it was established that the fire alarm systems are in good working order and perform their intended functions.
The identified violations that did not require significant time or resources have been rectified. However, a number of unrectified violations remain, for which the following actions have been proposed:
- Ensure the actual correspondence between the lists of premises protected by the fire automation system and the layout of loops and detectors in "Secondary School No. 1 of the town of Beshenkovichi" and "Kindergarten No. 5 of the town of Beshenkovichi";
- Formalize the passports for the fire alarm systems of all educational institutions;
- Ensure the full scope of planned technical maintenance of the systems for all institutions is carried out in accordance with the regulations for technical maintenance No. 1 and No. 2, as per the technological maps for the system, operating instructions for technical means, technical specifications, and regulatory technical acts;

During the verification with the UMCHS centralized monitoring console, a small number of "Fire" and "Malfunction" signals were detected among up to 40 terminal devices.
- Each type of system maintenance work must be recorded by the Contractor's personnel inin the maintenance and current repair work logs of the Contractor and the Customer, indicating its results, certified by the signatures of the Customer's representatives;

During the reconciliation with the PCN of the UMCHS, the passage of "Fire" and "Malfunction" signals was detected, which are not confirmed by the log entries.
- ensure the maintenance of the "Malfunction Register" at the GUO "Kindergarten No. 1 of Beshenkovichi" in accordance with the requirements of the registered indicators defined by the log;
- ensure the indication of specific causes of malfunctions (failures) when filling out the "Malfunction Register" of the GUO "Kindergarten No. 1 of Beshenkovichi" and the GUO "Ullsky Kindergarten of Beshenkovichi District";
- present the work performed on the scheduled maintenance of fire alarm systems of the GUO "Ullsky Kindergarten of Beshenkovichi District" to the responsible person of the Customer or a person replacing him by order of the Customer;
- conduct unscheduled quality control of fire automation system maintenance to identify deviations from the quality requirements of the work performed, established in the TNPA (technological maps, operating instructions for technical means, technical specifications), as well as in the contract for fire automation system maintenance, and to identify the causes that caused these deviations. Develop measures to eliminate violations and improve the quality of service.
