From May 6 to May 25, 2021, the inspection and prevention department of the Beshenkovichi District Department for Emergency Situations conducted an unscheduled monitoring of compliance with legislative requirements in the field of fire safety activities concerning the technical maintenance of fire automation systems by OOO "StroyElektrosfera" (Vitebsk; UNP 391357735; head of the enterprise - Lipatov Alexander Evgenievich)at the facilities of the Educational Institution "Secondary School No. 1 of the urban-type settlement of Beshenkovichi", Educational Institution "Secondary School No. 2 of the urban-type settlement of Beshenkovichi", Educational Institution "Kindergarten No. 1 of the urban-type settlement of Beshenkovichi", Educational Institution "Kindergarten No. 5 of the urban-type settlement of Beshenkovichi", Educational Institution "Kindergarten No. 6 of the urban-type settlement of Beshenkovichi", Educational Institution "Ullsky Kindergarten of Beshenkovichi District", Educational Institution "Verkhovsky Kindergarten of Beshenkovichi District" located in the Beshenkovichi District.

During the monitoring, it was established that the fire alarm systems are in good working order and perform their intended functions.

Violations that did not require significant time and costs have been eliminated. However, there are a number of uneliminated violations, regarding which the following actions have been proposed:

- ensure the actual correspondence of the lists of premises protected by the fire automation system with the location of loops and detectors in the Educational Institution "Secondary School No. 1 of the urban settlement Beshenkovichi" and the Educational Institution "Kindergarten No. 5 of the urban settlement Beshenkovichi";

- draw up passports for fire alarm systems of all educational institutions;

- ensure the planned maintenance of systems for all institutions is carried out in full compliance with the regulations for maintenance No. 1 and No. 2 in accordance with the technological charts for the system, operating instructions for technical means, technical specifications, and technical regulatory legal acts;

During the reconciliation with the centralized control panel

observations of the Ministry of Emergency Situations revealed a small number of "Fire" and "Malfunction" signals transmitted with up to 40 terminal devices.

- each type of system maintenance work shall be recorded by the Contractor's personnel in the maintenance and current repair registration logs of the Contractor and the Customer, indicating its results, certified by the signatures of the Customer's representatives;

During the reconciliation with the Central Monitoring Station of the Ministry of Emergency Situations, the transmission of "Fire" and "Malfunction" signals not confirmed by log entries was revealed.

- ensure the maintenance of the "Malfunction Record" log at the Educational Institution "Kindergarten No. 1 of Beshenkovichi town" in accordance with the requirements of the registered indicators defined by the log;

- ensure the indication of specific causes of malfunctions (failures) when filling out the "Malfunction Record" log at the Educational Institution "Kindergarten No. 1 of Beshenkovichi town" and the Educational Institution "Ullsky Kindergarten of Beshenkovichi District";

-submit the completed works on scheduled maintenance of fire alarm systems of the educational institution "Ullsky Kindergarten of Beshenkovichi District" to the responsible person of the Customer or a person replacing him by order of the Customer;

- conduct unscheduled quality control of fire automation system maintenance to identify deviations from the quality requirements for the work performed, established in the TNPA (technological maps, operating instructions for technical means, technical specifications), as well as in the contract for maintenance of the fire automation system, to identify the causes of these deviations. Develop measures to eliminate violations and improve the quality of maintenance.

During the monitoring, employees of the servicing organization and the facility are instructed on fire safety issues during the maintenance and operation of fire automation systems.
