Monitoring of energy facilities

    From March 30 to 31, 2020, the inspection and prevention department of the Beshenkovichi District Department for Emergency Situations, as part of the Ministry of Emergency Situations' participation in the interdepartmental working group for studying the Ministry of Energy's compliance with the requirements of Directive of the President of the Republic of Belarus No. 1 of March 11, 2004 "On measures to strengthen public safety and discipline," and in the performance of tasks in the field of population and territory protection from emergency situations, examined issues of compliance by the said ministry with the legislation of the Republic of Belarus in the field of fire safety. Unscheduled monitoring of compliance with fire safety legislation, including mandatory requirements of technical regulatory legal acts of the fire safety regulation and standardization system, was carried out at the facilities of the branches "Vitebsk Electric Networks" (Beshenkovichi RES) and "Energosbyt" (Beshenkovichi RPSU) of the Republican Unitary Enterprise "Vitebskenergo," as well as the Beshenkovichi District Energy and Gas Inspectorate of the Vitebsk Interdistrict Department of the State Energy and Gas Supervision Authority for the Vitebsk Region of the State Institution "Gosenergo-gaznadzor."

    During the work performed, documentation was studied, oral interviews with employees were conducted, and administrative and production buildings and adjacent territories were inspected.

  It was established that the management of the economic entities had established an appropriate fire safety regime, organized fire safety briefings and training according to the PTM programs, and organized the work of volunteer fire brigades (DPD and PTK). The survey showed that employees possess sufficient knowledge of the rules for using primary fire extinguishing means, actions in case of fire, and calling fire and rescue services. Specialists are provided with regulatory, methodological, and reference literature on fire safety issues.

  No violations of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Belonging to Business Entities" approved by Decree of the President of the Republic of Belarus of 23.11.2017 No. 7 were identified.

  In parallel, unscheduled monitoring was carried out to ensure compliance with legislation in the field of fire safety activities related to the technical maintenance of fire automation systems of UP "Vitebsk Fire Protection Works", at the facility of the branch "Vitebsk Electric Networks" (Beshenkovichi RES), and OAO "Belenergosvyaz" at the facility of the branch "Energosbyt" (Beshenkovichi RPSA) of the Republican Unitary Enterprise "Vitebskenergo", during which no violations of TKP 316-2011 "System of Technical Maintenance and Repair of Automatic Fire Suppression Systems, Smoke Protection Systems, Fire Alarm Systems, Fire Notification and Evacuation Management Systems. Organization and Procedure for Work" were found.

  During the monitoring, employees were instructed on fire safety in everyday life and at the workplace. Employees of the supervision and prevention inspectorate answered citizens' questions.
