Head of the Traffic Police Department of the Beshenkovichi District Department of Internal Affairs Alexander Zubets: "Our main task is to save lives on the road"

The road does not forgive mistakes... In 2025, this well-known saying, unfortunately, became relevant for the Beshenkovichi district. 14 road traffic accidents with casualties... 6 more accidents than in 2024. 2 people died, 13 were injured. Such is the sad statistics. Why did the number of accidents increase in the region? How did the road guardians react to this? Is it possible to stabilize the situation? We found out about this firsthand from the head of the traffic police department of the Beshenkovichi District Department of Internal Affairs, Alexander Zubets.

As Alexander Zubets noted, the main reasons that led to traffic accidents in 2025 were drivers not taking measures to reduce speed when encountering an obstacle, failure to yield to pedestrians at unregulated pedestrian crossings, violation of intersection and overtaking rules, performing actions distracting from driving, and others.

Last year, 3 traffic accidents were registered in which 3 children were injured. This is 2 more accidents than the year before last. One accident occurred due to the fault of a minor motorcycle driver.

?— Undoubtedly, children are the most vulnerable category of the population. Do you pay special attention to the prevention of child injuries?

— Of course, the prevention of child injuries is one of the most important and priority areas of our activity. All cases of child injuries are considered emergencies and are subject to comprehensive review in conjunction with educational authorities. Based on the results of such inspections, a set of corrective measures is developed and implemented to eliminate gaps in educational and preventive work and to improve traffic organization. Practice shows that the full and effective implementation of measures is possible only through the coordinated and concerted work of all interested departments.
AtIn this work, we actively employ methods of covert and mixed control. Currently, by order of the chairman of the district executive committee, the issue of acquiring an unmanned aerial vehicle is being worked out.
The software platform of the republican public safety monitoring system is a great help to us. With its help, it is possible to record violations of traffic rules at intersections and pedestrian crossings, and to identify persons driving vehicles without a license.

?— And if we turn to the numbers: what are the results of administrative practice?

— In 2025, traffic police officers identified 6286 violations of the traffic rules (+1448 compared to 2024). 27 drivers were detained while intoxicated, and 103 were driving without a license. 1394 (+111) pedestrians and other road users were brought to administrative responsibility, of which 59 were intoxicated. As a result of the measures taken, 795 speeding violations were suppressed (+267 compared to last year).
At the same time, I want to emphasize that we are not chasing numbers: our goal is safety, not the mere fact of detecting a violation, but its prevention.
…Over the years of my work, I have repeatedly faced death on the roads. Many perceive road traffic accidents as dry lines in news reports or fleeting frames among many other video clips. But when you personally encounter the consequences of an accident, see people who have left this world forever, much is perceived differently. I appeal to my fellow countrymen: if there is a possibility to avoid tragedy, you simply must act! Take the keys away from a drunk or unlicensed friend, report a drunk pedestrian on the road or a reckless driver you have noticed to the traffic police… Never remain indifferent!

?– Last year, various measures were taken to reduce accidents: speed bumps, warning signs, and barriers were installed. Are any further changes planned?

– In general, I want to note that in making such decisions, we proceed from a detailed analysis of the road situation, where the main criterion is ensuring the safety of all road users. Therefore, as needed, we make proposals to improve traffic organization in certain sections.
In 2025, for example, as a result of this work, speed bumps were installed near Boceikovskaya and Ull schools, at the exit to the "Beshenkovichi-Chashniki" highway from the village of Filipinki, as well as a pedestrian crossing on Sovetskaya Street and Oktyabrskaya Street in Beshenkovichi, LED lighting near kindergarten No. 6 in the urban settlement, barrier pedestrian fencing near house No. 31A on Uritskogo Street, and others.
The experience of previous years shows that such measures are very effective. As for speed bumps, it is a relatively inexpensive way to calm traffic, but quite effective. Other solutions require much larger financial costs.
Work in this direction will continue this year. In Beshenkovichi, speed bumps will be installed near house No. 55 on Uritskogo Street, house No. 34 on Svobody Street, house No. 82 on Uritskogo Street (Kopeyechka store), on Internatsionalnaya and Chernyakhovskogo streets at the intersection with Kommunisticheskaya Street and Vitebskoye Highway. The traffic police department also raised the issue of lighting the unregulated pedestrian crossing on the "Beshenkovichi-Chashniki" highway in the village of Svatovka. A number of other measures are also being considered, and I am confident that all problem areas will be resolved in cooperation with the executive authorities.

?– Alexander Vasilyevich, since we have started talking about problematic issues, what concerns you most as the head of the traffic police department regarding traffic organization?

– Today, the agenda includes the often unsatisfactory work of road maintenance services, especially during the winter period. Last year, 4 administrative reports were filed for the unsatisfactory condition of roads and streets in populated areas. 41 orders were issued concerning traffic organization. In addition, cases of faulty vehicles being released onto the road have been recorded at enterprises.
The increase in accidents involving wild animals is also a cause for concern. Last year, there were about 40 such accidents in the district (a 53% increase compared to 2024). The most dangerous sections of the road in this regard are the 204th, 213th, and 226th kilometers of the M3 highway.
The first thing a driver needs to know in case of a collision with a wild animal is to remain at the scene of the accident and not leave it, set up an emergency stop sign, report the incident to the police, and wait for traffic police officers to arrive. As a rule, drivers are found not guilty in such accidents, as it is impossible to predict the animal's behavior. If the participant leaves the scene, it may be considered leaving the scene of an accident, which is punishable by a fine or revocation of the driver's license. If the driver also takes the carcass of the hit animal with them, criminal liability may be imposed.

In conclusion, I want to note that we will continue to actively work on ensuring order and safety of road traffic in the region, and on improving the relevant culture of its participants. Our main task is to save lives on the roads!
