Following the arrival of the President and Chairman of the VNS, Alexander Lukashenko, the event began with the performance of the State Anthem of Belarus.

The main event of the first day of the regular VNS session, which is taking place on December 18-19, is the President's address with a Message to the Belarusian people and parliament.

The event is broadcast live on all major television channels and radio stations, as well as on online resources, including the multimedia portal VIDEOBEL, YouTube, and the website of the President of Belarus.

On the second day of the VNS session, it is planned to consider the Program for the Socio-Economic Development of Belarus for 2026-2030. This is the main document to be approved by the delegates. The program will be presented by Prime Minister Alexander Turchin.

The draft program identifies several priorities. The main ones are related to human development: demographic security, human potential development, and the creation of a favorable and high-quality living environment. This is followed by the development of competition, technologies, and the digitalization of the economy. Other priorities include strong regions, the development of the defense sector, enhancing the country's defense capability, and tourism potential.

Among other agenda items of the VNS is the election of a member of the VNS Presidium (in place of Konstantin Burak, who was appointed Assistant to the President - Inspector for the Grodno Region in April 2025). This decision is to be made by secret ballot.

The agenda of the All-Belarusian People's Congress will also include personnel matters of the Constitutional and Supreme Courts, as well as issues related to the financing of the congress.
