Supervisory and preventive measures at construction sites in the district

Taking into account the developing operational situation, including the increase in fires (ignitions) at facilities of various forms of ownership, in order to prevent emergencies, employees of the Beshenkovichi District Department for Emergency Situations (hereinafter referred to as the RDCH) in cooperation with other interested prevention entities conducted a set of supervisory and preventive measures from October 4 to 15, 2021 (technical measures, raids, discussions, employee briefings, etc.).

For the past period of 2021, the RDCH employees issued 5 certificates of compliance with the requirements for construction sites located in the district (such as: 2 commissioning complexes "Capital repair with modernization of the Educational Institution "Ostrovno Kindergarten-Secondary School of the Beshenkovichi District", located at: Vitebsk region, Beshenkovichi district, Ostrovno village, Nadozernaya str., 17"; "Modernization of the roof with capital repair of residential building No. 92 on Uritsky str. in the urban-type settlement of Beshenkovichi"; "Replacement of boiler equipment in the boiler house at: Beshenkovichi urban-type settlement, Michurina str., 1/1"), construction and installation work is currently underway at 7 sites, work is frozen at 3 more construction sites, and about 20 sites where competent authorities have issued permits for design and construction, but work has not yet begun.

For reference:

During the reporting period of 2021, employees of the RCHS (Regional Department of Emergency Situations) issued 11 orders during supervisory activities at 9 construction sites, both to contracting and construction organizations (30 and 45 measures were proposed for implementation, respectively).

In the course of the work performed, it was established that the identified violations (eliminated at the time of inspection whenever possible) at the construction sites and their adjacent territories are of a regulatory nature, committed by developers (owners carrying out construction by economic means) or contracting organizations, namely:

provision of primary fire extinguishing means;

cluttering of the territory with combustible waste;

smoking outside specially designated areas;

storage (keeping) of combustible materials (building structures) within the established fire breaks, etc.

Currently, employees of the RCHS are conducting an inspection of the facility "Construction of a pre-constructed foundation and connection to external engineering communications of a factory-made mobile (inventory) building with an area of up to 350 sq.m., with the demolition of a capital structure located at: Beshenkovichi, Uritskogo St., 27" according to the plan, and are also control (repeatedly) studying the progress of construction and installation work carried out by KSUP "Beshenkovichi PMK-41" at the facility "Capital repair of residential building No. 20 on Melioratorov St. in Beshenkovichi".

Previously, KSUP "Beshenkovichi PMK-41" for the object "Capital repair of residential building No. 20 on Melioratorov Street in the urban-type settlement of Beshenkovichi" was proposed:

to install a road layout at the entrance to the construction site, containing the location of buildings and structures, storage of flammable substances, construction materials and structures, equipment, turning areas for fire and rescue vehicles, installation of external fire water supply sources, and primary fire extinguishing means;

to determine the necessary type and quantity of primary fire extinguishing means for the building undergoing construction and installation work, and the construction site territory in accordance with the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 18.05.2018 No. 35 "On establishing norms for equipping facilities with primary fire extinguishing means" (supporting documents were not provided). In accordance with the norms, to provide the specified facilities with fire extinguishing means;

to ensure the training of enterprise employees involved in the construction site in accordance with the fire-technical minimum programs, as defined by the Decree of the Ministry of Emergency Situations of the Republic of Belarus of 18.05.2018 No. 30 "On approval of fire-technical minimum programs" (certificates confirming the completion of training on the fire-technical minimum program for employees responsible for the preparation and execution of hot work, as well as for the performers of hot work, have not been provided).

to equip the construction site (construction area) with a notification system;

do not allow the section of the Melioratorov street in Beshenkovichi town, located near the construction site, to be blocked without the construction of a temporary bypass;

equip the mobile (inventory) building (construction trailer) used during construction and installation works with an autonomous fire alarm, etc., in accordance with clause 19.5 of clause 19 of SN 2.02.03-2019.

We would like to remind you once again about the strict adherence to the requirements of regulatory documents in the field of fire safety, both during construction and installation work and during the design of these facilities.

For the owners of construction sites (developers), in order to prevent possible emergencies, as well as problems during the acceptance of construction sites into operation, we recommend analyzing the progress of construction and installation work and design, and in case of any questions, contact the competent authority for consultation.
