Supervisory and preventive measures at construction sites of the district

Considering the developing operational situation, including an increase in fires (ignitions) at facilities of various forms of ownership, and the deterioration of weather conditions, with the aim of preventing emergencies, employees of the Beshenkovichi District Department for Emergency Situations (hereinafter referred to as RDCHS) from October 10 to 25, 2022 conducted supervisory and preventive measures (technical measures, raids, discussions, employee briefings, etc.) at construction sites in the district, primarily those with mobile (inventory) buildings (hereinafter referred to as buildings).

For reference:

Construction and installation work is currently underway at 6 facilities supervised by state fire supervision bodies, work at another 5 construction sites has been frozen (suspended), and approximately 25 facilities where permits for design and construction have been issued by competent authorities, but work has not yet begun.

During the reporting period of 2022, employees of the RCHS (Regional Department for Emergency Situations) issued 2 proposals to suspend (prohibit) construction site operations and 12 orders to both contracting and construction organizations during supervisory work at 10 construction sites.

No violations were identified during the work performed.

The most common violations at construction sites in 2022 were regulatory violations committed by contracting organizations, namely:

provision of primary fire extinguishing means or control over their serviceability;

cluttering of the territory with combustible waste and construction debris;

smoking outside designated areas;

presence of heating stoves in temporary accommodation units that do not meet the requirements;

storage (keeping) of combustible materials (construction structures) within the established fire separation distances, etc.

We would like to remind you of the strict adherence to the requirements of regulatory documents in the field of fire safety, both during construction and installation work and during the design of these facilities.

"Specific requirements for ensuring fire safety of explosive and fire-hazardous production facilities", approved by Resolution of the Council of Ministers of the Republic of Belarus of November 20, 2019 No. 779;

"General fire safety requirements for the maintenance and operation of capital structures (buildings, structures), isolated premises and other facilities owned by business entities", approved by Decree of the President of the Republic of Belarus of November 23, 2017 No. 7.

To owners of construction sites (developers), in order to prevent possible emergencies, as well as problems during the acceptance of a construction site into operation, we recommend analyzing the progress of construction and installation work and design, and in case of any questions, contact the competent authority for consultation.
