Supervisory and preventive measures at construction sites in the district
In order to prevent emergencies at construction sites in the Beshenkovichi district, employees of the Beshenkovichi District Department for Emergency Situations (hereinafter referred to as the RDCHS) conducted a set of supervisory and preventive measures (technical measures, raids, discussions, employee briefings, etc.) at the district's construction sites from February 12, 2024, to March 15, 2024.
Construction and installation work is currently underway at 7 sites, and permits for design and construction have been issued by competent authorities for approximately 60 sites, but work has not yet commenced.
The most common violations at construction sites in 2024 were violations of a regulatory nature committed by contracting organizations, namely:
provision of primary fire extinguishing means for buildings under construction, territories, and utility rooms (absent or incomplete);
cluttering of the territory with combustible waste and construction debris;
presence of a heating stove in a temporary site office that does not meet the requirements;
stacking (storage) of combustible materials (construction structures) within the established fire breaks, etc.
There were also construction sites where violations by general contracting organizations were rectified only after the issuance of relevant orders.
For example, at the construction site:
"Erection of a 40-apartment residential building at Uritskogo St., 71 in the urban settlement of Beshenkovichi," the general contracting construction organization KSUP "Beshenkovichi PMK-41" committed the following violations:
buildings, areas for storing combustible materials, construction materials and structures, waste and debris are located on the construction site not inin accordance with the construction master plan;
the facility is not fully equipped with primary fire extinguishing means;
the road map installed at the entrance to the construction site does not indicate the locations of buildings and structures, storage of combustible substances, construction materials and structures, equipment, turning points for fire and rescue vehicles, installation of external fire water supply sources, and primary fire extinguishing means;
storage of waste and debris is permitted within fire breaks from the building under construction;
the operability and serviceability of fire protection means are not ensured (the autonomous fire detector installed in the mobile (inventory) building is faulty);
regarding the operation of heat-generating appliances (three non-heat-accumulating heating stoves of factory production) in inventory buildings (mobile living quarters) with violations of the technical documentation requirements and current regulatory legal acts, proposals from the state fire supervision dated 16.02.2024 were issued to suspend the operation of the heat-generating appliances.
"Capital repair of residential building No. 40 on Chernyakhovsky Street in Beshenkovichi town" by the general contractor construction organization UKP ZhKH "Beshenkovichi Kommunalnik" the following violations were committed:
platforms for storing combustible materials, construction materials and structures, waste and debris are located on the construction site not in accordance with the construction master plan;
training under fire-technical minimum programs for employees responsible for fire safety of the business entity has not been organized;
regarding the performance of open (electric welding) works on 13.02.2024 during the installation of the entrance canopy frame on the construction site of the construction object, in violation of general requirements, a demand from the state fire supervision dated 13.02.2024 was issued to prohibit the performance ofof fire works until the violations are eliminated (currently, the requirement has been met, permission for further work has been issued due to the elimination of violations).
We would like to remind you once again about the strict adherence to the requirements of regulatory documents in the field of fire safety, both during construction and installation work, and during the design of these objects.
We recommend that the owners of construction sites (developers), in order to prevent possible emergency situations, as well as problems during the acceptance of the construction site for operation, analyze the progress of construction and installation work and design, and in case of any questions, contact the competent authority for consultation.
