Supervisory and preventive measures at construction sites in the district
With the aim of preventing emergencies at construction sites in the Beshenkovichi district, employees of the Beshenkovichi District Department for Emergency Situations (hereinafter referred to as the RDCS) conducted a set of supervisory and preventive measures (technical measures, raids, discussions, employee briefings, etc.) at the district's construction sites from October 16, 2024, to November 25, 2024.
Construction and installation work is currently underway (or nearing completion) at 17 sites, with approximately 50 sites for which permits for design and construction have been issued by competent authorities, but work has not yet commenced.
Over the past period, RDCS employees have commissioned 15 construction sites and 7 fire automation systems. However, there were also instances of issuing substantiated refusals to commission construction sites – 7 such refusals were issued.
The most common violations at construction sites in 2024 were regulatory violations committed by contracting organizations, namely:
provision of primary fire extinguishing means for buildings under construction, the territory, and utility rooms (absent or incomplete);
cluttering of the territory with combustible waste and construction debris;
presence of heating stoves in temporary accommodation units that do not meet the requirements;
storage of combustible materials (construction elements) within established fire separation distances, and the like.
Violations by general contracting construction organizations were typically rectified after the issuance of relevant orders, which was primarily due to the location of construction organizations outside the district.
We would like to reiterate the importance of strict compliance with regulatory documents in the field of fire safety, both during construction and installation work and during the design of these facilities.
For the purpose of preventing potential emergencies, as well as problems during the acceptance of a construction project into operation, we recommend that owners of construction projects (developers) analyze the progress of construction and installation work and design, and in case of any questions, seek consultation from a competent authority.
