Supervisory and preventive measures at construction sites in the district

Considering the developing operational situation, including the increase in fires (ignitions) at construction sites in the region, in order to prevent these incidents, employees of the district emergency situations department and other interested prevention entities conducted a set of supervisory and preventive measures (technical measures, raids, inspections, interviews, speeches in work collectives, participation in headquarters, etc.) in October-November of the current year.

During the reporting period of 2020, the Ministry of Emergency Situations employees issued 9 compliance certificates for construction objects located within the district (such as "Reconstruction of the retail pavilion 'Rodny Kut' located at the address: urban-type settlement Beshenkovichi, Uritskogo St., 59A, for a modular type shop", "40-apartment residential building, Molodezhnaya St., urban-type settlement Beshenkovichi", etc.), construction and installation works are currently underway at 5 facilities ("Modular retail pavilion at the address: urban-type settlement Beshenkovichi, Molodezhnaya St., 11 A", "Modernization of GRP-2 in urban-type settlement Beshenkovichi", "Modernization of GRP-3 in urban-type settlement Beshenkovichi", "Reconstruction of a historical and cultural value of category 2, the building of the Educational Institution "Beshenkovichi Children's Art School" located at the address: urban-type settlement Beshenkovichi, Kommunisticheskaya St., 18", "Capital repair with modernization of the Educational Institution "Ostrovno Children's Kindergarten-Secondary School of Beshenkovichi District", located at the address: Vitebsk region, Beshenkovichi district, Ostrovno village, Nadozernaya St., 17"), work at 3 more construction sites is frozen, and approximately 20 facilities where permits for design and construction have been issued by competent authorities, but work has not yet begun.

In the course of the work performed, it was established that the identified violations (during

(deficiencies were eliminated at the time of inspection) on construction sites and adjacent territories are subject to special regulations, committed by developers (owners carrying out construction by own efforts) or contracting organizations, namely:

provision with primary firefighting equipment;

cluttering of the territory with combustible waste;

smoking outside specially designated areas;

storage (keeping) of combustible materials (construction elements) within the established fire breaks, etc.

 

For example:

1. JSC «Beshenkovichi PMK-41» at the facility “Reconstruction of a historical and cultural value of category 2 of the building of the Educational Institution “Beshenkovichi Children's Art School” in the urban-type settlement of Beshenkovichi, Kommunisticheskaya St., 18” was instructed:

- to carry out fire safety measures at the construction site in accordance with the design documentation developed and approved in the prescribed manner, namely: to finish the floor in the corridor with materials with fire hazard class B2, RP2, D2, T2; to install a ramp in the corridor at a distance of at least 1.5 m from its beginning to the door (the beginning and end of the ramp are on different sides of the doorway); to equip attic access hatches with fixed steel stepladders (ladders are missing); to install a type 2 fire door in the partition (wall) of type 1 separating the costume room from the corridor;

- to install a road map at the entrance to the construction site, containing the location of

buildings and structures, storage of flammable substances, construction materials and structures, equipment, turning areas for fire rescue vehicles, installation of external fire-fighting water supply sources, primary fire extinguishing means;

- determine the required type and quantity of primary fire extinguishing means for buildings, structures, vehicles (equipment) and the construction site according to Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 35 dated May 18, 2018 "On establishing the norms for equipping facilities with primary fire extinguishing means" (supporting documents not provided). In accordance with the norms, provide fire extinguishing means for the building under construction and the mobile crane (AK 7317-2);

- the area for placing construction materials, waste (pallets, etc.) and debris shall be located in accordance with the construction master plan developed as part of the construction organization project outside the fire separation distance (more than 18 meters).

 2. LLC "Sovbelt" at the facility "Capital repair with modernization of the Educational Institution "Ostrovenskaya Kindergarten-Secondary School of Beshenkovichi District", located

at the address: Vitebsk region, Beshenkovichi district, ag. Ostrovno, Nadozernaya str., 17 it is prescribed:

- organize the development of fire safety instructions in accordance with the present requirements (instructions are absent at the facility (not provided));

- organize fire safety briefings, in accordance with the Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 36 dated May 22, 2018, and the training of enterprise employees involved in the construction site according to the fire-technical minimum programs, defined by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 30 dated May 02, 2018 (fire safety briefings and training according to FTM programs with employees have not been conducted (relevant journals, coupons and other supporting documents are absent (not provided));

- determine the necessary type and quantity of primary fire extinguishing agents for the construction site in accordance with the Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 35 dated May 18, 2018 (supporting documents not provided), based on which the facility shall be equipped with missing fire extinguishing agents;

- the site for the placement of construction materials, waste and debris shall be located in accordance with the construction master plan developed as part of the construction organization project, outside the fire break (more than 18 meters);

- do not allow the use of the construction site for human habitation;

- determine the procedure for carrying out hot work (locations, responsible persons, procedure for issuing work permits, etc.) at the construction site and ensure its implementation  (supporting documents not provided);

- do not allow the storage of waste (garbage) within the fire safety clearance from the school building; 

- at the entrance to the construction site, install a road traffic scheme indicating the locations of buildings and structures, storage of flammable substances, construction materials and structures, equipment, and areas for fire truck turning

emergency rescue vehicles, external fire water supply installations, primary fire extinguishing means, etc.

We would like to remind you once again about the strict adherence to the requirements of regulatory documents in the field of fire safety, both during construction and installation work, and during the design of these facilities.

We recommend that the owners of construction sites (developers), in order to prevent possible emergency situations, as well as problems during the acceptance of the construction site into operation, analyze the reflected problematic issues in relation to the entrusted or personal property, including in case of any questions, seek consultation from the competent authority.
