Violations of Public Safety Requirements

The Beshenkovichi District Prosecutor's Office conducted a monitoring of the implementation by economic entities of the Beshenkovichi District of the requirements of Directive of the President of the Republic of Belarus No. 1 of 11.03.2004 "On Measures to Strengthen Public Safety and Discipline" (hereinafter - Directive No. 1).

By virtue of sub-paragraph 3 of paragraph 3.1 of paragraph 3 of Directive No. 1, owners (organizations operating and managing property) of unused capital structures, buildings, and facilities are obliged to take measures to restrict access of unauthorized persons to these structures (premises).

During raid activities on 19.05.2017, it was established that KSPUP "Plissy Agro" and CJSC "ASB-Agro Novator" improperly fulfill the requirements of the specified legislation on ensuring public safety.

Upon inspection of the unused warehouse building and grain drying complex in the village of Zabelye, Sorzhitsky rural council, belonging to KSPUP "Plissy Agro", it was found that individual elements of structures and ceilings inside these buildings are in an emergency state, however, there is free access to all premises of the abandoned objects, which poses a threat to the life and health of citizens. In addition, the premises are cluttered with household waste, construction debris, and are in an unsanitary condition. Similar violations were identified during the inspection of the rural club building located in the village of Zabelye.

Upon inspection of the unused bath and laundry complex building located in the village of Verkhnee Krivino, belonging to CJSC "ASB-Agro Novator", it was found that individual elements of structures and ceilings inside these buildings are in an emergency state, however, there is free access to all premises of the abandoned objects, which poses a threat to the life and health of citizens. In addition, the premises are cluttered with household waste, construction debris, and are in an unsanitary condition.

In accordance with the requirements of Directive of the President of the Republic of Belarus No. 1 of 11.03.2004 "On Measures to Strengthen Public Safety and Discipline", heads of all levels are instructed to take comprehensive measures to ensure the safety of life and health of people.

The District Prosecutor's Office issued relevant orders demanding immediate elimination of the above-mentioned violations of the requirements of Directive of the President of the Republic of Belarus No. 1 of 11.03.2004 "On Measures to Strengthen Public Safety and Discipline" and bringing unused buildings into proper condition, excluding the possibility of unauthorized persons entering in order to prevent injuries to citizens.
