About Well Drilling
The Department for Supervision of Safe Work Practices in Industry of the Ministry of Emergency Situations of the Republic of Belarus (hereinafter referred to as Gospromnadzor) conducted an Internet monitoring to identify advertisements for water well drilling services of various depths and complexities.
The analysis of the results showed a significant increase in the number of economic entities performing water well drilling without the permit (certificate) from Gospromnadzor as required by law.
According to sub-paragraph 19.14.1. of paragraph 19.14 of the Resolution of the Council of Ministers of the Republic of Belarus dated September 24, 2021 No. 548 "On administrative procedures carried out in relation to economic entities", organizations performing drilling of wells for solid, liquid or gaseous minerals deeper than 20 meters must have a permit (certificate) from Gospromnadzor. The specified permit (certificate) is issued to the economic entity based on an assessment of its ability to perform the declared types of work. As part of the assessment, the economic entity confirms the availability of specialists with the necessary qualifications, as well as technical equipment for well drilling.
The personnel and/or technical capabilities of economic entities that perform water well drilling without a permit (certificate) from Gospromnadzor do not comply with the requirements of the legislation, which leads to various emergency situations and significant environmental damage.
