On safety measures during the republican subbotnik

In accordance with the Resolution of the Council of Ministers of the Republic of Belarus of April 10, 2023 No. 241 "On holding the republican subbotnik in 2023", republican government bodies and other state organizations subordinate to the Government of the Republic of Belarus, local executive
and administrative bodies, and other organizations are recommended to voluntarily hold the republican subbotnik on April 22, 2023, at their workplaces, or to carry out landscaping, improvement, and proper maintenance of objects
and territories of populated areas, historical and cultural values, memorial complexes, places of military glory, and burial sites of soldiers and partisans of the Great Patriotic War.

To ensure safe working conditions during the subbotnik, the employer is obliged to fully fulfill their duties stipulated by the Law of the Republic of Belarus
"On Labor Protection" and other regulatory legal acts, including technical regulatory legal acts on labor protection.

If, during the subbotnik, an employee is working
at their workplace, the provision of healthy and safe working conditions should be carried out as usual.

If an employee works
not at their usual workplace during a community cleanup event (i.e., is involved in performing one-off tasks
not related to their direct professional duties as a worker or employee), and participates in the improvement and restoration
of public areas and territories of settlements, historical and cultural sites, memorial complexes, and sites of military glory from the Great Patriotic War, the following requirements must be observed.

A mandatory condition for admitting employees to work is conducting a targeted occupational safety briefing with them
on the type of work to be performed.

 When performing work on the improvement of settlements, the targeted occupational safety briefing is conducted by the direct supervisor of the employer's work. When performing work on the territory of another organization, the briefing is conducted by the direct supervisor of the work
or a specialist from the organization on whose territory the work will be carried out.

To create the necessary conditions for the safe performance of work during the subbotnik, the following should be done:

- ensure the implementation of the provisions of Directive of the President of the Republic of Belarus of March 11, 2004 No. 1 "On measures to strengthen public safety and discipline";

- do not allow employees to perform work in case of deterioration  of their well-being associated with colds, with symptoms
and in a state of illness. Since conducting a medical examination
in this situation is impossible, it is necessary to establish such facts by polling employees about their health status during targeted instruction;

- do not allow employees who do not have appropriate training to perform work related to high-risk work in accordance with Appendix 7 to the resolution of the Ministry of Labor and Social Protection of the Republic of Belarus
of November 28, 2008 No. 175 (as amended by the resolution of the Ministry of Labor and Social Protection of the Republic of Belarus of May 29, 2020 No. 54);

- do not allow workers who are not provided with personal protective equipment in accordance with the List of personal protective equipment directly ensuring labor safety (Resolution of the Ministry of Labor and Social Protection of the Republic of Belarus of October 15, 2010 No. 145) to perform work;

- ensure compliance with the norms for lifting and moving heavy objects manually by women participating in the community work day (the maximum norms for lifting and moving heavy objects manually by women were approved by the Resolution of the Ministry of Health of the Republic of Belarus of October 13, 2010 No. 133). 

The employer is obliged, when carrying out work on landscaping and putting settlements in proper condition, to provide workers with tools and necessary equipment, personal protective equipment (gloves or mittens, when working on the roadway - signal vests, when working on a construction site - protective helmets).

If the work is carried out on the territory of another organization, workers are provided with personal protective equipment and tools by

agreements between the employer
and the host party.

When performing work with the involvement of equipment (tractors, excavators, and other machinery and mechanisms), it is necessary to take measures that exclude the possibility of equipment running over and/or injuring workers with moving parts.
