On the preparation for the 2019 Population and Housing Census of the Republic of Belarus

The population census of the Republic of Belarus is the primary source of data on the size and structure of the population, combined with socio-economic characteristics, national and linguistic composition, and educational attainment, reflecting all changes that occurred during the intercensal period. Today, it is the only information resource that allows obtaining data on the number of families and households, their composition, and housing conditions, ensuring the collection and comparability of demographic indicators at the level of the smallest administrative-territorial units. Since the previous census was held in October 2009 (from October 14 to October 24, 2009), by Decree of the President of the Republic of Belarus No. 384 of October 24, 2016 "On Conducting the Population Census of the Republic of Belarus in 2019", it was decided to conduct the next population census from October 4 to October 30, 2019, as of October 4, 2019.
The population census is planned to be conducted by personal interview of the population and the use of administrative sources, its duration is 27 days        (from October 4 to October 30, 2019).
For the population survey, it is planned to attract without remuneration, but with retention of salary (scholarship)
at the main place of work (study), temporary census staff based on the following workload standards:

per registrar–700 houses;
750 people per enumerator;
14,500 people per supervisor and their assistant.
Enumerators will be equipped withtablet computers, which will be loaded with census forms in electronic format, as well as maps of the assigned areas with addresses and house outlines.

The use of tablet computers will allow for the automation of data entry at the respondent survey stage and will ensure high quality of census form completion through the integration of control systems. 
The guarantor of the protection of personal data obtained during thecensus is the Resolution of the Council of Ministers No. 1178 of 10.09.2009 (as amended by the Resolution of the Council of Ministers of 17.11.2016 No. 930) "On approval of the regulations on organizational measures for the protection of personal data of the population census of the Republic of Belarus and the procedure for providing final data of the population census of the Republic of Belarus". Persons included in the census staff are warned about the need to ensure the confidentiality of personal data. After the census forms are completed, access to personal datawill only be available to authorized employees of the authorities.государственной статистики.
Preparatory work for the population census began in 2017.
Thus, on April 20, 2017. The Vitebsk Regional Executive Committee adopted Resolution No. 235 "On the preparation and conduct of the population census of the Republic of Belarus in 2019" and approved the Regulation on the temporary regional commission for promoting the population census of the Republic of Belarus 2019.
A similar decision was made by the Beshenkovichi District Executive Committee (No. 394 of May 3, 2017), a temporary commission for promoting the population census of the Republic of Belarus 2019 was created, and by order No. 91-r of June 1, 2017, the composition of this commission was approved (amended by order No. 34 of March 1, 2018).
The Calendar plan of measures for the preparation and conduct of the population census of the Republic of Belarus 2019 has been approved.
By Resolution of the Council of Ministers No. 505 of June 28, 2018, the program of the population census of the Republic of Belarus 2019 was approved.
The main innovation of the population census will be the inclusion
in the census program of an additional census form – the "Questionnaire onagriculture”.
The results on unobserved agricultural activities
in households are intended to be used for the correct calculation of the gross agricultural output produced by households.
This year, from November 6 to 30, in order to obtain information on the number of houses in cities, urban-type settlements, and large rural settlements, registrars will conduct (within their assigned territory and using tablets) a continuous survey of residential buildings (at a rate of 700 houses per 1 registrar over 19 working days).
For the registrars to work successfully, it is necessary for every house to be marked.
